ANNEX A - STATEMENT OF WORK
LOX Services for ATF - Romania
Section 1.0 – Scope
Background
A detachment of the Royal Canadian Air Force (RCAF) is operating out of Mihail Kogălniceanu (MK) Air Base on a recurring basis as part of Canada’s Enhanced Air Policing mission. Liquid Oxygen (LOX) and related services will be required to support RCAF operations during the operations.
Purpose
The purpose of this Statement of Work (SOW) is to establish a Standing Offer (SO) to obtain LOX and related services for the RCAF air operations in MK Air Base, Romania from 1 January 2022 – 28 February 2024.
The Contractor will provide, on an “as and when requested” basis, all goods, equipment and services related to the LOX requirements described herein.
Section 2.0 – Deliverables and Tasks
When requested, the Contractor must provide the following goods, equipment and services to support the RCAF air operations:
2.1 Goods
The Contractor must provide enough LOX to fill up to 2 X 1000 Liters tanks on an “as and when requested” basis; and
The contractor must provide a hose system ending with the following connector (NSN: 3655-00-775-9868) in order to allow transfer of LOX from the contractor’s LOX tank to the RCAF’s LOX tank.
2.2 Services
The contractor must have the capability to simultaneously supply rental of up to 2 X 1000 Litre LOX tanks entirely dedicated to the RCAF’s requirements for the entire contract term;
The contractor must ensure that the 2 X 1000 Litre LOX tanks will not be changed, unless necessary as a result of a maintenance issue, or requested by the RCAF’s Technical Authority (TA);
The contractor must have the capability to constantly supply and deliver the RCAF, in Mihail Kogălniceanu Air Base, with enough LOX to fill 2 X 1000 Litre LOX tanks within 5 calendar days of receiving a DND 942 Call Up against the SO from the Contracting Authority (CA).
The following LOX analysis requirements must apply for all deliveries of LOX taken from the contractor’s distributor reservoir (additional special instructions for first delivery are described at section 2.2.e):
Prior to acceptance by the RCAF and delivery of the filled tanks, an analysis of one sample from the contractor’s distributor reservoir must be performed with subsequent sampling every two weeks;
LOX samples analysis from the distributor reservoir must be performed by a testing laboratory capable of certifying LOX to NATO Standard STANAG 7106 or MIL-PRF-27210J/07.08.2013 TYPE II (Liquid).
The LOX sample testing laboratory must complete a formal test report on each sample using the format shown in Fig 1. The formal test report must be provided to the RCAF upon receipt of each shipment;

LOX sample analysis results from the contractor’s laboratory facility must provide results for all elements of the NATO standard: (STANAG 7106) or standard: MIL-PRF-27210J/07.08.2013 TYPE II (Liquid);
Delivered LOX must be compliant with the following NATO standard: (STANAG 7106) or standard: MIL-PRF-27210J/07.08.2013 TYPE II (Liquid) as per Fig 2;

The following required LOX analysis must apply to the 2 X 1000 Litre LOX tank solely dedicated to the RCAF on the first time they are delivered to the RCAF:
Prior to the first delivery of each 1000 Litre LOX tank, one LOX sample must be taken once the tank is filled and an analysis must be performed by a laboratory capable of certifying LOX to NATO Standard STANAG 7106 or MIL-PRF-27210J/07.08.2013 TYPE II (Liquid);
Results from LOX samples analysis from each RCAF dedicated 1000 Litre LOX tank must be made available to the RCAF upon receipt by the contractor prior to first delivery not later than 1 day before delivery planned date;
LOX sample analysis results from the contractor’s laboratory facility must provide results for all element of the NATO standard: (STANAG 7106) or standard: MIL-PRF-27210J/07.08.2013 TYPE II (Liquid);
Delivered LOX must be compliant with the following NATO standard: (STANAG 7106) or standard: MIL-PRF-27210J/07.08.2013 TYPE II (Liquid);
In case of a LOX tank replacement due to maintenance issues or upon requested by the RCAF’s Technical Authority, the analysis referred at section 2.2.e must be performed to ensure the tank is free from contamination.
The contractor must provide all equipment necessary, including hose system ending with connector NSN: 3655-00-775-9868, to permit LOX transfer from a 1000 Liter tank to RCAF LOX tank;
Prior to or on first delivery, the contractor must provide required training and necessary certification to the RCAF’s LOX Technicians to ensure safe operation of the 1000 Liters LOX tank. This training must be one session held in English for up to 6 people. A certificate must be delivered by the contractor indicating that the RCAF’s LOX technicians have received all necessary instruction to safely operate the 1000 Liters LOX tank; and
The contractor must provide a telephone number and e-mail for 24 hours / 7 days per week technical assistance. The Contractor will respond to any technical assistance requests within 24 hours in case of a malfunction with the LOX tanks;
Goods and Services must be provided in all weather conditions; and
Permits, licenses or other authorizations for any of the goods, services, equipment and personnel being provided are the responsibility of the Contractor. All goods and services must comply with relevant safety standards and all local and national laws and regulations.
SECTION 3.0 –
Detailed Technical Requirements – LOX analysis and related equipment
The requirements detailed below are the minimum requirements. The Contractor may provide alternatives that exceed these requirements.
3.1 The LOX analysis must meet the following:
After the analysis of LOX samples, the results must, as a minimum, meet the specifications detailed below:
a. LOX analysis results from the contractor’s laboratory facility must provide results for all element of the NATO standard: (STANAG 7106) or standard: MIL-PRF-27210J/07.08.2013 TYPE II (Liquid) as shown in figure 2 of this document; and
b. Delivered LOX to RCAF must be compliant with the following standard: NATO standard: (STANAG 7106) or standard: MIL-PRF-27210J/07.08.2013 TYPE II (Liquid) as shown in figure 2 of this document.
3.2 Related equipment
The contractor must have the capability to provide 2 X 1000 Liter LOX tanks if required and all equipment necessary to permit LOX transfer from the contractor’s 1000 Liter LOX tank to RCAF LOX tank including appropriate hose system ending with connector NSN: 3655-00-775-9868;
Section 4.0 –
Contractor Responsibilities
4.1 The contractor is responsible for transportation, delivery, loading and unloading of the LOX to the location indicated by the RCAF Point of Contact (PoC);
4.2 The contractor must ensure delivery drivers information is provided to the TA no later than 24 hours before delivery. No substitution of drivers will occur. Only delivery drivers identified on the access list will be permitted on delivery location; and
4.3 The contractor must have the appropriate equipment to unload and load the LOX tank at Mihail Kogălniceanu Air Base
