YukonU through the issuance of this RFP, is looking for Proponents to provide Proposals for the completion of a midterm evaluation to be completed before April 2024, to be conducted according to the evaluation plan contained in the performance measurement strategy provided by the Canadian Institute of Health Research (CIHR).
YSPOR’s Funding Agreement with CIHR contains clear requirements for evaluation of the Unit’s activities, and these requirements form the basis for the Unit’s Evaluation Strategy. A mid-term evaluation will focus on implementation of the Unit’s vision. This will provide valuable information for the Oversight Committee, Unit staff, CIHR, and partner organizations into whether the structure and operations of the Unit as implemented are proving to be effective in achieving outputs and making progress towards outcomes. A detailed evaluation framework will be developed in collaboration with an external evaluator.
The detailed evaluation framework for the mid-term evaluation will be designed to explore the Unit’s success in implementing its vision, acting in accordance with its values, and achieving its outcomes. The evaluation will also look at issues like operational effectiveness and sustainability which will provide important insights for the staff and Oversight Committee in developing work plans and planning for a SPOR Phase 2 funding proposal.
This RFP represents an exciting opportunity for a Proponent to help design an evaluation framework and conduct a formative evaluation that will assist the YSPOR SUPPORT Unit in its mission to bring together all ways of knowing to help people of the Yukon face our shared challenges, leading to an improved patient experience and improved health outcomes for all residents.
