DESCRIPTION OF THE PROJECT:
The VIA Information Technology (IT) department would like to select an IT Managed Services Provider for VIA’s Networks to manage a portfolio of VIA’s LAN, WAN, Wi-Fi, VoIP and Unified Communications activities. VIA is looking for a single service provider to integrate all aspects of providing VIA’s IT Network and Telephony Services across all locations in Canada.
The intent of this RFP is to select a primary service provider to assume responsibility for VIA’s Network & Telephony Services with Current State described in Attachment #1 and future requirements described in the Services Responsibility Matrix described in Attachment #2. It is anticipated that the service provider will implement leading management practices using state-of-the-art technology and processes to improve VIA’s network availability, monitoring, administration, Service Desk and applicable Service Management. In addition, the service provider is expected to provide value-add consulting services on assessments, trends and guidance on networking strategies applicable to the transportation industry. VIA has listed a series of requirements in the attached Service Responsibility Matrix (Attachment #2 SRM).
Establishing a contractual arrangement with a primary Network and Telephony Services Provider is critical to meeting business objectives by aligning people, processes, technology and existing service providers to deliver value through the efficient integration of limited resources (time, people and money). VIA expects the proponent to have a broad networking business already under management in Canada, have scale to be flexible to changing business requirements and to provide cost effective and timely Network and Telephony Services.

1. INSURANCE LEVELS
- Technology, Errors and Omission Insurance of [$5,000,000]

- Standard Owners Form Automobile Liability Insurance of [$2,000,000]
2. EXPERIENCE
- The Proponent must have five (5) experience in offering Network and Telephony Management services as a managed service in Canada and;
- A minimum of three (3) Canadian client references must be provided for VIA to contact.
3. FRENCH LANGUAGE: Level 1 support must be available in English and French. Level 2 and 3 support can be in English only.
4. PRESENCE IN CANADA: Strong North American presence, which includes Network and telephony platforms for multiple clients.
5. DELIVERY LOCATIONS: Proponent must have all proposed Network and Telephony Services delivery capabilities.
6. DATA RESIDENCY: VIA data must reside in Canada or be hosted in a country that has equivalent privacy standards.
7. NETWORK CERTIFICATIONS: Highest possible certification to support the proponents’ response as a Top Tier provider on the technologies proposed
