201804003 - Modernization of HEPI Diner Cars with New Kitchen

NOTE:This ITT is not related to the VIA's Corridor Fleet Renewal Program.

VIA requires a supplier to execute the modernization of 4 HEPI Diner Cars with an option of 9 additional cars.   The work consists of but is not limited to the general description listed below. The scope of work and technical requirements are presented under Part B -  Appendix A - Scope of Work and Specifications:

- Interior
- Car Body
- Electrical System
- HVAC System
- Water System
- Brake and Compressed Air Systems
- Testing and First Article Inspection
- Materials
- Workmanship
- New Kitchen
 
Unless it is stated that VIA will provide directly applicable drawings or other documentation, the supplier shall prepare all technical documentation required to complete all designs and Re-Designs. The supplier will be responsible for all engineering work required to complete all designs and Re-Designs, with all production work to complete the 4 cars plus the option of 9 additionnal cars. All production work related to the first 4 cars must be completed before March 31, 2020
 
VIA reserves the right to award the cars to different contractors depending on capacity restraints in order to meet the March 31, 2020 deadline.

In order to be able to submit a bid the Tenderer must be able to comply with the following mandatory criteria:
-The Tenderer must be present at the site visit on May 3rd 2018 10:00AM
-The Tenderer must have a minimum of five (5) years of experience in rolling stock refurbishment.
-The Project Manager must have a minimum of ten (10) years of experience in project management.
-The Engineer Team Lead must have a minimum of ten (10) years of experience in engineering in heavy industry or transportation.
-The Tenderer must be able to complete all the work described in Part B, Appendix A no later than March 31, 2020.
-The Tender must be able to provide all documentation in Part B, Appendix A in English or French.
-The Project Manager and the Engineer Team Lead must be able to communicate (writing and oral) in English or in French.
