VIA requires a contrator to execute grade crossing updades:
VIA Alexandria Subdivision
(A) Improvement of 112 private crossings in order to comply with Transport Canada Grade Crossing Standards (July 2014 version).
VIA Smiths-Falls and Brockville Subdivisions
(B) Improvement of 11 private crossings in order to comply with Transport Canada Grade Crossing Standards (July 2014 version)
(C) Improvement of 4 private crossings in order to comply with Transport Canada Grade Crossing Standards (July 2014 version)
VIA Chatham Subdivision
(D) Improvement of 14 private crossings in order to comply with Transport Canada Grade Crossing Standards (July 2014 version)
VIA may reserves the right to award contracts to different Tenderers per subdivision.
In order to be eligible, the Tenderer must comply with the following mandatory criteria:
-Have the following insurance coverage or provide proof of insurance or a letter issued in favour of VIA dated and signed by an authorized representative of its insurance company stating that if the Tender is successful, insurance policies in accordance with the contract will be issued following contract award.
a)Commercial General Liability Insurance of $25,000,000 per occurrence with a global policy aggregate of $50,000,000;
b)Standard Owners Form Automobile Liability Insurance of [$5,000,000];
c)All Risks insurance policy.
-Be present at mandatory conference call
-Provide a letter signed by an authorized representative of a recognized financial institution, stating that if the Tendered is awarded the contract they will issue a letter of credit for an amount equivalent to 50% of the value of the initial yearly contract fee and each subsequent contract year.
Or
a)Bid Bond issued in favour or VIA dated and signed by an authorized representative of the Surety
(b)& (c) Tenderer to provide VIA with a letter issued in favour or VIA dated and signed by an authorized representative of the Surety stating that if the Tender is successful, insurance policies in accordance with the contract will be issued following contract award.
-Have a minimum of five (5) years of experience in grade crossing upgrades.
-Project manager must have a minimum of ten (10) years of experience in grade crossing upgrades.
-Tenderer must have access to hi-rail equipment (owned or rented).
-All works must be completed before July 31, 2017.
