The success and wellbeing of students, both mental and physical, is the University of Toronto’s (the “University”) highest priority. It is recognized that young adults are experiencing much higher levels of stress and mental health challenges in recent years. In response to these concerns, the University has been working steadily to address the needs of students through the Student Mental Health Framework, launched in 2014, under the leadership of the Provost. A key priority within this framework is that students are informed of all programs and services available, and how to access them. The purpose of this project is to create a virtual agent to assist students in locating appropriate mental health resources on campus on a timely basis.
This Advance Contract Award Notice (ACAN) is to signal the University’s intention to award a contract for the above-noted goods and/or services to the following pre-selected supplier:

Prior to awarding this contract, the University is providing other potential suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements as per this ACAN, by submitting a Statement of Capabilities during the posting period.
If other potential suppliers submit a Statement of Capabilities that meet the University’s requirements as set out in the ACAN, the University may proceed to a competitive procurement process.
If no other supplier submits a Statement of Capabilities on or before the closing date/time, a contract may be awarded to the above-noted pre-selected supplier.
