TPS is accepting submissions for the provision of Clinical Psychologists to Conduct Pre-Placement Examinations of Applicants for the Position of Police Constable and Other Pre-Placement Evaluations as Requested.
Submission Requirements

Background
This RFS is being issued by the TPS People and Culture unit in order to engage the non-exclusive services of clinical psychologists to conduct pre-placement psychological examinations of applicants for the position of police constable.
The scope of this contract also includes pre-employment psychological examinations for candidates to other positions within the TPS, including but not limited to the pre-hire evaluation of civilian communication operators assigned to TPS Communication Services.
In its review of new constable applicants, the TPS has adopted the Ontario Association of Chiefs of Police (OACP) Constable Selection System (CSS) and its Guidelines for Psychologists, with some adjustment to suit local needs. The TPS intends to engage clinical psychologists to conduct in-depth psychological evaluations of new constable candidates, as per the CSS psychologist guidelines. Please note that familiarity with the CSS guidelines is an asset but not a required element of this RFS. These copyrighted materials will be provided to successful respondents prior to the initiation of the contract. Required expertise will include the ability to examine/assess psychological functioning and identify problems or concerns as well as positive traits or strengths that may impact on the applicant’s ability to perform the job function of police constable.
The psychological evaluation of civilian communication operators will be conducted in accordance with psychologist guidelines provided by the TPS. Required expertise will include the ability to examine/assess psychological functioning and identify problems or concerns as well as positive traits or strengths that may impact on the applicant’s ability to perform the job function of communication operator.
Objectives
The primary objective of this RFS is to identify clinical psychologist(s);
- with the expertise and capabilities to provide numerous, comprehensive, consistent psychological examinations of applicants in accordance with the provincial guidelines and
- with the ability to meet the targeted timeframe from initial examination to final report not to exceed one week, unless exceptional circumstances apply.
The examination must identify any conditions which could compromise the health and safety of a police constable, his/her co-workers, or the public, when the police constable is performing critical and mentally demanding police duties.
Mandatory Qualifications / Requirements
Respondents must demonstrate their compliance to each Mandatory Qualification / Requirement or they shall be disqualified and the submission will not be considered further.

Response Summary
The Response Summary must include the respondent’s background and history relevant to psychological assessment and, if relevant, the psychological assessment of police positions including new constable candidates and other uniform or civilian positions as relevant, as well as other clinical service provision to police officers.
In addition, the Response Summary must identify the resources of the individual providing the services requested, particularly as they relate to the Work Requirements listed in the RFS.
- Registration as a psychologist in the Province of Ontario, with a certificate of autonomous practice. Provide a copy of your most up to date registration card.
- Must have a membership in good standing, with the College of Psychologists of Ontario.
- At least five (5) years of post-doctoral experience preferred, with demonstrated training and experience in personality assessment. Relevant police experience is preferred but not mandatory.
- Skill in the use and application of personality assessment techniques including psychometric testing and clinical interview. Provide a sample of an actual report, with identifiers removed, that demonstrates this competency.
- Submission of a curriculum vitae that provides a comprehensive listing of educational and work histories, including a description of training and experience in personality assessment to be vetted by Psychological Services, People & Culture, TPS.
- Additional psychologists providing service under the contract, including those working as sub-contractors engaged to provide coverage during periods of absence, must also submit a curriculum vitae to be vetted by Psychological Services, People & Culture, TPS, and be in compliance with Parts 1, 2, 3, 4 and 5 above.
All sub-contracting arrangements during the term of this contract must be approved by Psychological Services, People & Culture, TPS.
NOTE: Although testing may be administered by a psychometrist, clinical evaluation services including test interpretation and report writing may not be sub-contracted to non-registered service providers, even when supervised by a registered provider.
- Provide three (3) business or other professional references that can confirm the quality of service you have provided, your ability to meet deadlines, quality of written reports and any other information necessary to confirm your overall performance.
Reference information is to include names of references, title, company names, addresses, and telephone number. TPS reserves the right to contact the references to verify the information provided.
Note: poor references will disqualify respondents.
- A commitment letter stating that if you are one of the successful respondents that you possess or would be willing to purchase, out of own pocket, and provide proof of purchase to the TPS of software capable of producing the following reports for candidates.
- The MMPI-2 RF Police Candidate Interpretive Report (PCIR); and
- The Basic Interpretive Report for the 16-PF, scored using Onsite Software (or a comparable, computerized product).
Non-Exclusivity
The creation of this RFS shall not be a guarantee of exclusivity.
Term of Contract
The term of this contract for the provision of services commences November 1st, 2018 (pending final approvals and background security clearances) to November 30th, 2020. TPS reserves the right to extend this complete contract for one (1) additional year at the sole discretion of the TPS.
The TPS reserves the right to terminate the engagement with or without cause with 10 days’ notice.
