SUBMISSION REQUIREMENTS
Proponents are to submit their proposals prior to 1:00:00 P.M. local time on August 21, 2018.

INTRODUCTION
The Toronto Police Service (TPS) is seeking to establish a contract with a service provider for the provision of cafeteria services located at TPS Police College (College), 70 Birmingham Street, Toronto.
BACKGROUND
The College currently has approximately 1000 sq. ft. of kitchen/ servery space plus a seating area of 150 adjacent to the servery on the ground floor. Please refer to the attached drawing titled “Cafeteria layout and equipment” for reference.

The College security perimeters and are not accessible to the general public including the cafeteria, it is used exclusively by TPS staff and other law enforcement agencies that attend the College.

OBJECTIVE
The current food services agreement under TPS will end December 2018. It is expected that the new service program meets the following objectives:

To provide a variety of appetizing and nutritionally sound food options and styles of cuisine that support employees and meeting participants’ diverse needs and enhance their dining experiences;
To provide convenient operating hours which are responsive to the needs of TPS workforce;
To maintain efficient and effective operations while keeping costs at a reasonable level;
A breakfast and lunchtime service, offering range and diversity of choice including daily vegetarian and Halal options at a competitive cost and which conforms fully to current government guidelines on healthy eating;
Occasional catering service for meetings, guests, interviews and seminars held at the College;
A service to TPS that represents excellent value to both the TPS and also to all stakeholders; and
To offer catering services and food options that supports sustainable and environmentally sound practices.

SERVICE LEVEL REQUIREMENT

Continuous food services between 7:00 AM to 3:00 PM, daily.
Services during Monday to Friday, except statutory holidays.
Breakfast, morning break, lunch & afternoon break services.
Maintenance of vending machine services for off-hours service.
Services for in-house meetings as required (special order basis).
Catering services for special events.
A pricing policy menu which reflects current competitive market rates.
Hot & cold running water shall be provided at no charge (excluding cups, etc.).
Qualified staff, in sufficient numbers, to deliver the required services at all times.

Term of Contract
The term of the contract with the successful proponent resulting from this RFP shall be in effect for a period of five (5) years from date of official acceptance by the TPS and at the discretion of the TPS.

The TPS reserves the right to extend the contract for an additional five (5), one (1) year extensions. The vendor (s) shall not assign or sub-contract any part of this contract to a third party without the prior written approval of TPS.

Piggyback (if applicable)
The TPS may, upon request, permit other publicly funded organizations and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
