1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
o The Contractor is required to provide CORCAN with coloured and white cardboard, on an as-and-when required basis, for the manufacture of file folders
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements.
ITEM no 1 - Cardboard, white colour 10% post consumer material. Roll of 58" diameter, core 8", 11.75" to 17.375" width and thickness variation from 9.5 to 18 points according to need. Annual quantities: 103,200 lbs
ITEM no 2 - Cardboard, brown and yellow Roll of 58" diameter, core 8", 14.5" to 16.25" width and thickness variation from 11 to 14 points.
Annual quantities: 151,800 lbs
ITEM no 3 - Assorted sheets in brown and yellow Size sheet 18" x 24" to 16.25 x 24.5" or 24" x 36", long grain on the longest size and thickness variation from 13.5 to 14 points.
Annual quantities: 20,400 lbs
ITEM no 4 - Cardboard blue (universal code pms 2915) Sheet cardboard 18" x 25", long grain on the longest size and thickness of 18 points. Annual quantities: 24,000 lbs
ITEM no 5 - Cardboard in sand colour 75% post consumer material.
Roll of 58" diameter, core 8", width 14" to 16.25" and thickness of 13.5 points. Annual quantities: 120,000 lbs
ITEM no 6 - Assorted sheet in sand colour
Sizes from 20" x 16" to 16" x 20.25" or 16.25" x 20.25" or 18" x 24", long grain on the longest size and thickness variation from 13.5 points to 18 points. Annual quantities: 18,000 lbs

The Procurement Strategy for Aboriginal Business does not apply for this procurement.

This procurement is not subject to one of the CLCAs.
7. Justification for the Pre-Identified Supplier
According to the clients research, this supplier STADACONA PAPIERS WHITE BIRCH is the only paper mill company in Quebec. The client order rolls of paper and not boxes of paper. All other companies get their supply of paper with this same paper mill company.
Up to date, the client has been unable to identify another supplier to provide this raw material, as other paper companies also obtain their inventory and paper supply from STADACONA.
Also, the proposal is related to commonality/compatibility with existing equipment, as they require rolls of paper with a clamping mandrel of 8" specific to their printing press (58 inches round and & 1200lbs) at La Macaza. They use the press to create file folders for CSC as well as other government departments, and the specifications of the printing press cannot be changed.
8. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) "only one person is capable of performing the contract."

The following exclusion(s) and/or limited tendering reasons are invoked under the: o Canadian Free Trade Agreement (CFTA) Article 513 3.c.(i)

11. Period of the proposed contract or delivery date
The proposed date of the Standing Offer is December 14, 2018 for a period of 2 years with the possibility of an option for an additional period of one year. Call-ups against Standing Offer will be made on an as-and-when required basis.
12. Cost estimate of the proposed Standing Offer
The estimated value of the Standing Offer is between $350,000.00 and $425,000.00 (all applicable taxes included).

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
