PPS-24-MSD-001-RFP - Carbon Dioxide Injection Certification for the Alberta Carbon Trunk Line (ACTL) Project Alberta Department of Energy & Minerals

The Province, Enhance Energy Inc. (Enhance), and North West Redwater Partnership (North West) are parties to the Carbon Capture and Storage Funding Agreement (CCS Funding Agreement) in which the Province will provide a maximum of $495 million to the ACTL Project through to the end of 2025. The Province, Enhance, and North West, are also parties to the Consent and Acknowledgement Agreement, along with Wolf Carbon Solutions Inc. (Wolf). Note that capitalized terms not defined in this RFP are defined in any one or both of these Agreements and shall have the meaning as in any one of both Agreements.

The ACTL Project is eligible to receive annual Instalments from the Province of Alberta, for volumes injected until December 31, 2025, for the net tonnes of carbon dioxide (CO2) sequestered into a target geological formation. The Province requires third party auditor certification of the injection volumes before these injection payments are issued.

The ACTL Project includes the following main components:
• CO2 capture and compression from the Redwater Fertilizer Facility (Nutrien).
• CO2 capture and compression from North West’s Sturgeon Refinery using
gasification and Rectisol® synthesis gas purification and conditioning technology.
• CO2 transportation through an approximately 240-kilometre pipeline that has been designed to transport up to 14.6 million tonnes of CO2 per year.
- Wolf is the operator of the capture/compression systems and the pipeline.
• Utilization of transported CO2 for enhanced oil recovery and, ultimately, permanent storage in mature oil fields located near Clive, Alberta.
- Enhance is the operator of the CO2 injection facilities and storage sites.

The ACTL Project achieved commercial operation on May 2, 2020, and has since been successfully injecting CO2 into the Clive reservoir. While the ACTL Project is designed to initially store approximately 1.68 million tonnes of carbon dioxide each year, the actual net tonnes of CO2 sequestered varies depending on several variables such as market conditions, plant availability, and emission capture performance.
