Description

The RFQ is an invitation to prospective Respondents to submit responses for Phase One of a potential three-phase procurement process for a province-wide Service Delivery Model of mental health supports for Public Safety Personnel (PSP). The model will be part of the Ministry’s program, as outlined in the RFQ.

Three (3) phased procurement process:

Phase one – Pre-Qualification of Bidders: The RFQ is issued solely for the purpose of pre-qualifying Respondents and obtaining additional market information and identifying the best available solution in the marketplace. The Ministry of the Solicitor General (the “Ministry”) is currently in the planning stage and may or may not decide to move forward with the other two (2) phases:

Phase two – Competitive Dialogue: The Pre-Qualified Bidders will be invited to participate in a Competitive Dialogue process. The Ministry will conduct the individual working sessions with Pre-Qualified Bidders to identify the solution. Upon conclusion of all the working sessions, the Ministry will be refining its deliverables for the province-wide Service Delivery Model.

Phase three - Invitational- Request for Bids (IRFB): If the Ministry decides to move forward with the formal procurement process. The Ministry will issue the IRFB to the Pre-Qualified Bidders that participated and attended Phase Two (Competitive Dialogue) to submit the formal Bid for the procurement process

The Ministry may at any time determine that it will not proceed as described in this RFQ. Respondents should note that RFQ is not a formal competitive bidding process.
Scope of Work
The Respondent must be a corporation or partnership that is prepared to accept sole responsibility to implement the province-wide Service Delivery Model and its associated mental health supports for PSP. A Respondent may enter into contract(s) with various service providers, subcontractors, suppliers or personnel (included in the definition of the “Respondent’s Personnel”) in order to submit a Response that complies with the requirements of this RFQ. Regardless, the Respondent will remain fully responsible for the delivery of all elements of the products and services. The Respondent must have the power and authority to bind the Respondent and all of the Respondent’s Personnel for the purposes of this RFQ.

This RFQ requires each Respondent to submit in its Response information described in the Qualification Envelope (including the Response Form) and Technical Envelope contained in this RFQ on the Ontario Tenders Portal (“OTP”).

Optional Information Session: September 21, 2023 :14:00. (Toronto time).

Interested Respondents must email their intent to attend information session to, Claudette Ferguson at claudette.m.ferguson@ontario.ca by September 20, 2023, at 12:00 hours (Toronto Time). The Ministry will send out confirmation upon Respondent request.
