Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada CORCAN has a requirement to provide vocational training to offenders to aid in their safe reintegration into the community.
CSC may award up to a maximum of five (5) Standing Offers one (1) per each stream as a result of this request for standing offer.
One (1) standing offer (SO) for Stream 1 – Kingston Area;
One (1) standing offer (SO) for Stream 2 – Kitchener Area;
One (1) standing offer (SO) for Stream 3 – Campbellford Area;
One (1) standing offer (SO) for Stream 4 – Gravenhurst Area; and
One (1) standing offer (SO) for Stream 5 – Ottawa Area.
Bidders may submit a bid for one or all streams. However, bidders submitting a bid for all streams must be able to provide Construction Safety certificate courses to all of the institutional site(s) listed within the streams for which they are submitting a bid.
Bidders must also be able to supply sufficient resources for the required services for all streams for which they are submitting a bid.
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to provide a series of Construction Safety training programs that include; Ladder and Scaffold Safety, Occupational Health and Safety, Elevated Work Platform Safety and Traffic Control certificate courses that will apply to various industries. Learning objectives from all courses can be applied to employment throughout the region in various sectors. Upon successful completion of the programs, the participants must be provided with certificates of completion.
Objectives: to provide a series of Construction Safety training programs that include; Ladder and Scaffold Safety, Occupational Health and Safety, Elevated Work Platform Safety and Traffic Control certificate courses to inmates.
Deliverables: For each course, the Contractor must provide:
- Sufficient resources (instructors) to facilitate Construction Safety Training for each
location for which the Contractor has been identified to provide services.
- Training materials, written, practical exercises and testing as required for the completion
of the applicable course;
- All necessary materials which would include: manuals, handouts, materials, PPE and
any other necessary equipment including the cleaning supplies for the equipment;
- Delivery of all materials/equipment to the location prior to start of course (materials/equipment will be stored on site at the location during the course);
- A list of successful participants to the Designated Manager;
- To the Project Authority, the dates of training, the location of training and number of participants within 14 days of completion of each course.
The Contractor must provide original certificates to the designated manager for each site within 14 days of completion of a training session.
The Contractor must perform all work in English.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Standing Offer and Time Frame for Delivery:
Period of the Standing Offer: The Work is to be performed during the period of date of standing offer issuance offer to September 30, 2025 with the option to renew for three (3) additional one-year periods.

After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
