INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
AS TO THE AVAILABILITY OF SPACE FOR LEASE
IN MONCTON INDUSTRIAL PARK, DIEPPE INDUSTRIAL PARK, SCOUDOUC INDUSTRIAL PARK, CALEDONIA INDUSTRIAL PARK

Public Services and Procurement Canada (PSPC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:
Section A: Lease Components
• a lease term of approximately fifteen (15) years, commencing on or about January 1, 2026, plus an option to extend the lease for one (1) additional
period of five (5) years;
• approximately 668.0 usable square metres (um2) of warehouse space (consisting of two areas, one area being 465.0 um2 of contiguous space (area A)
and the other area being 203.0 um2 contiguous space (area B)), 295 usable square metres (um2) of exterior fenced compound space and seven (7)
parking spaces;
• the proposed space must be available approximately fifteen (15) weeks prior to the above-noted lease commencement date so all space(s) may be
prepared for occupancy;
• the proposed space may be located in either existing buildings or buildings to be constructed and should satisfy or be capable of satisfying the
following criteria:
1. the proposed warehouse space must be located on the ground floor without obstruction;
2. the proposed warehouse space must be heated;
3. the proposed warehouse space must be a minimum of 15.5m wide and 30 m deep with a minimum clear ceiling height of 6096mm (area A) and 14.5m
wide and 14m deep with a minimum clear ceiling height of 6096mm (area B);
4. the proposed warehouse space must contain a minimum of three (3) grade level overhead doors on the depth side of the building, two (2) doors are
for warehouse area A with a minimum 5486mm wide x 4877mm high in size and one (1) door is for warehouse area B with a minimum 3759mm wide x
4293mm high in size;
5. the proposed warehouse space must have ramp slope for grade level access suitable for use by large trucks and semi-trailers;
6. the proposed warehouse space must have areas A and B separated from each other with a minimum 3.05 meter high secure and visual barrier;
7. the proposed warehouse space must have a centrally located floor drain suitable for installation in garages and/or commercial warehouse distribution
facilities for each warehouse area;
8. the proposed warehouse space must have a CO exhaust system consisting of an exhaust fan, CO sensors and related controls, and a make-up air
louvre with a motorized damper in both warehouse area A and B;
9. the proposed warehouse space must be supplied with a second general purpose exhaust, working independently with the CO exhaust in both
warehouse area A and B;
10. the proposed warehouse space must have hose bibs complete with hot and cold water and draining system in both warehouse area A and B;
11. the proposed warehouse space must be serviced by at least one pedestrian door to the exterior for both warehouse area A and B;
12. the proposed exterior fenced compound space must be attached to warehouse area B with minimum dimensions of 10.22m deep and 11.74m wide
and have electrical capability for the intended user’s security requirements at the gate;
13. the proposed exterior fenced compound space fence must contain two (2) sliding type galvanized mesh gates 11.74 metres total width with padlock
capabilities;
14. the proposed exterior fenced compound space must be paved to allow for forklift usage and large vehicle storage such as trucks, provers, trailers, etc.
without disturbing the compound bed;
15. the proposed space must provide sufficient access to the exterior ground level overhead door entries and exterior fenced compound gates allowing
for easy access of large trucks and trailers, requiring a paved 23 meter turning radius area directly in front of the fenced compound gates and also
directly in front of the building overhead doors. The turning radius or radii is for the exclusive use of the Lessee and is not intended for parking
vehicles and/or storage of equipment by anyone other than the Lessee;
16. the physical characteristics of the lands and the building and the area and environment surrounding it, including neighbourhood land uses, shall be
compatible with the Lessee’s intended use of the accommodation;
17. PSPC may not consider spaces or buildings that do not provide an acceptable configuration, are located in proximity to sites with incompatible usages,
do not meet PSPC’s and/or the intended user’s safety or security requirements, or are not currently properly zoned.
• the proposed space must be located in Moncton Industrial Park, Dieppe Industrial Park, Scoudouc Industrial Park, or Caledonia Industrial Park;
• on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PSPC’s Standards for Leased
Accommodation, a copy of which may be obtained from the contact listed in Section F;
Note: PSPC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners or their agents should provide their response by June 28, 2024. Any response received after this date may not be considered.
Section D: Information Provided by Interested Parties or Agents of Interested Parties
Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, site plan, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PSPC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PSPC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/ PSPC at https://www.tpsgc-pwgsc.gc.ca/esc-src/index-eng.html. This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may
be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PSPC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PSPC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PSPC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
