INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
AS TO THE AVAILABILITY OF SPACE FOR LEASE
IN MEMBERTOU, MIRA ROAD, PRIME BROOK, SYDNEY, SYDNEY RIVER, NOVA SCOTIA

Public Services and Procurement Canada (PSPC) is asking interested Indigenous parties to provide information for a potential lease of space that meets the following criteria:
Section A: Lease Components
• a lease term of approximately 15 years, commencing on or about August 1, 2025;
• approximately 1,122.0 usable square meters (um2) of office space and eight (8) parking spaces. One (1) of the said parking spaces must be an accessible parking space;
• the proposed space must be available approximately 20 weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy;
• the proposed space should satisfy or be capable of satisfying the following criteria:
1. the proposed space must consist of three (3) areas of space: (1) (Area 1) approximately 339.4 um² of contiguous office space, (2) (Area 2) approximately 435.5 um² of contiguous office space and (3) (Area 3) 347.1 um² of contiguous office space;
2. the three (3) proposed areas of space can be located on one (1) floor or multiple adjoining floors but each of the proposed areas of space must be contiguous on a single floor;
3. approximately 12 um² of Area 1 and approximately 105 um² of Area 2 must be able to support a loading of 7.182kPa;
4. the proposed building must have a loading dock and loading area which in the sole opinion of PSPC is conveniently accessible to Area 2. An elevator must be available if the proposed location of Area 2 is not on the same floor as the loading dock/loading area;
5. the building containing the proposed space must have a transit stop located within 500 metres walking distance from the nearest entrance to the building, measured by sidewalk and crosswalk routes; and/or
6. the building containing the proposed space must have commercial or municipal parking located within 500 metres walking distance from the nearest entrance to the building, measured by sidewalk and crosswalk routes;
7. the proposed space should be within an office or commercial building; industrial type buildings and those with industrial space will not be considered;
8. the physical characteristics of the land and the building and the area and environment surrounding it, including neighboring land uses, should be compatible with PSPC’s and/or the intended user’s intended use of the accommodation;
9. PSPC may not consider spaces or buildings that do not provide an acceptable configuration, are located in proximity to sites with incompatible usages, are located in flood plains, do not meet PSPC’s and/or the intended user’s safety or security requirements, or are not currently properly zoned.
• the proposed space must be located in Membertou, Mira Road, Prime Brook, Sydney or Sydney River and within the following boundaries (the geographical boundaries include sites on either side of the roads):
Boundary 1
Starting at the intersection of Esplanade and Dorchester Street going in an easterly direction along Dorchester Street to Dodd Street;
Right on Dodd Street to Prince Street;
Right on Prince Street to the intersection of Prince Street and George Street;
Left on George Street to Highway 125 WB Exit 8 On Ramp;
Right on Highway 125 WB Exit 8 On Ramp to Highway 125 WB Exit 6 Off Ramp;
Right on Highway 125 WB Exit 6 Off Ramp to Kings Road;
Left on Kings Road until it turns into Esplanade; to the intersection of Esplanade and Dorchester Street to close the loop.

Churchill Drive and Kenikala Crescent located off Highway 125 Exit 7A
• on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PSPC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;
Note: PSPC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners/agents/mandataries should provide their response by August 1, 2023. Any response received after this date may not be considered.
Section D: Information Provided by Interested Indigenous Parties or Agents of Interested Indigenous Parties
Information provided by interested Indigenous parties or agents of interested Indigenous parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits, loading dock/loading areas and other design elements, private/public parking facilities, confirmation if registered in the Indigenous Business Directory (IBD) and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PSPC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the “Reliability” level, approved and granted by the Contract Security Program (CSP) of PSPC prior to award of the Lessee’s Improvements. All Indigenous parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CSP/ PSPC at https://www.tpsgc-pwgsc.gc.ca/esc-src/index-eng.html. Section G: List of Available Space
This EOI is issued in order to invite interested Indigenous parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PSPC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PSPC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PSPC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
