ADVANCE CONTRACT AWARD NOTICE (ACAN)
An ACAN is a public notice indicating to the Supplier community that the City of Moncton intends to award a contract for goods, services or construction to a pre-identified Supplier.
However, before awarding a contract, the City wishes to provide other Suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during a fifteen (15) calendar day posting period.
If other potential Suppliers submit statements of capabilities during the fifteen (15) calendar day posting period that meet the requirements set out in the ACAN, the City of Moncton will proceed with a competitive bidding process in order to award the contract.
If no other Supplier submits a statement of capabilities meeting the requirements set out in the ACAN on or before the Closing Date, a contract will be awarded to the pre-selected supplier.
OVERVIEW OF INTENDED PURCHASE:
The City of Moncton's Water and Wastewater Department currently has two (2) water distribution system pumps at the Highfield Pumping Station that require extensive repairs. The Worthington 600 HP 10LN 26 A (Serial #29808) pump is the primary pump which distributes water to approximately nine thousand (9,000) residential and commercial customers (40% of all customers) in Moncton, and supplies a feed to the City of Dieppe.
The Worthington 600 HP pump is currently operational, but requires extensive repairs. To complete repairs to this pump, the backup pump, an Allis Chalmers 500HP pump, is required to be placed into operation but is currently out of service; therefore, critical repairs to the Worthington pump are not possible until the Allis Chalmers 500HP pump is repaired and put back into service, which will then allow for repairs to the Worthington 600 HP to be completed.
The Highfield Pumping Station has a diesel-operated backup pump that can be used during power outages, but it is a smaller pump, and therefore runs at a higher rate and is not suitable for long-term pumping capacities.
The City of Moncton has made several attempts to reach out to Suppliers in New Brunswick to solicit competitive pricing for the repair work specified above; however, only one (1) Supplier (Sansom Equipment Ltd.) has demonstrated their interest in completing this work.
With a projected delivery lead time of twenty-one (21) weeks for some of the major repair components, this extends the duration in which the City's pumping capabilities are exposed to possible failures. As such, the City is seeking to have this repair process completed as quickly as possible.
The City of Moncton intends to proceed with the bid from Sansom Equipment for the repair of the Worthington 600 HP Pump and Allis Chalmers 500 HP Pump, unless other Suppliers can demonstrate their ability to complete a thorough inspection, prepare a report detailing each pump's repair requirements, complete all required / approved repairs in a timely fashion, and meet the City's operational, functional, and technical requirements.
The budget established for all labour, materials, equipment, tools, parts and incidentals required to repair of the Worthington 600 HP Pump is in the range of $100,000 to $125,000, including H.S.T. @ 15%.
The budget established for all labour, materials, equipment, tools, parts and incidentals required to repair of the Allis Chalmers 500 HP Pump is in the range of $175,000 to $200,000, including H.S.T. @ 15%.
MINIMUM SPECIFICATIONS AND REQUIREMENTS:
- The Supplier must be capable of purchasing and supplying all required Worthington and Allis Chalmers OEM parts and components to complete the repairs
- The Supplier must have a highly-experienced and qualified technician on staff with extensive demonstrable experience in completing complex repairs to Worthington and Allis Chalmers pumps used in commercial / institutional applications. Technicians must possess a minimum of five (5) years working experience in the field of commercial / institutional pump repairs.
Suppliers shall submit a detailed resumé of all proposed repair technician(s) which includes their technical certifications and licenses, and work on any major pump projects.
- Suppliers shall also submit a minimum of two (2) references for Worthington pump repairs and two (2) references for Allis Chalmers pump repairs completed within the last five (5) years for commercial / institutional clients which are identical or similar in nature to the scope of work required herein.
The following information shall be included for each Client Reference, at a minimum:
- Client Name and Address
- Name of Client's Project Manager, incl. Telephone Number and / or E-mail Address
- Duration of contract (commencement and completion dates)
- Approximate contract value
- A brief, written description of the specific services provided
- Names of Project Lead, Key Project Supervisor(s), and Key Technician(s)
- Subcontractors or Sub-Consultants (if any) used on the project
Suppliers may also include written testimonials / letters of recommendation received from past clients for whom your firm has delivered commercial / institutional pump repair services, if so desired.
- The Supplier must be capable of scheduling the appointed technician and sequencing all repair work so as to minimize the time required to complete the repairs required to both pumps insofar as possible throughout the duration of each pump repair project, which may entail several consecutive days of work
- The Supplier will be responsible for completing all testing and commissioning of the pumps in collaboration with Highfield Pumping Station (HPS) staff until such time as all functional and operational testing has been completed to the satisfaction of HPS staff.
- Suppliers responding to this ACAN who have demonstrated their firm as being fully qualified and capable of completing this work and meeting all minimum specifications and requirements shall be provided with an opportunity to complete a full on-site inspection of the Worthington 600 HP pump and Allis Chalmers 500 HP pump located at the Highfield Pumping Station, in Moncton, N.B. in a timely fashion, at their own expense.
- All qualified Suppliers shall then be required to submit a fixed-price quote, which includes a detailed list of repair recommendations, itemizing all required parts and labour charges, as well as the lead time for the supply of all parts, to the City of Moncton's Purchasing Department within ten (10) business days of having completed their inspection.
SUBMITTAL OF "STATEMENT OF CAPABILITIES":
Suppliers who consider themselves fully qualified and capable of meeting the specified
requirements may submit a "Statement of Capabilities" in writing to the contact person identified in this Notice on or before the Closing Date of this Notice. The statement of capabilities must clearly demonstrate how the Supplier meets or exceeds the advertised requirements outlined herein.
The Closing Date and Time for accepting statements of capabilities is FRIDAY, NOVEMBER 18, 2022 @ 3:00pm (ATLANTIC TIME).
