Notice is hereby given that Vancouver Coastal Health Authority ("VCH") and Providence Health Care ("PHC") (the "Health Authorities"), through their collective agent Provincial Health Services Authority ("PHSA"), intends to directly award a Contract to the following supplier to provide Annual Maintenance and Support for VPP (VCH, PHC, and PHSA) for a term of one (1) year with up to nine (9) option years at an estimated value of $526,000 USD.

In accordance with applicable trade agreements PHSA, has chosen not to proceed with a competitive process for the following reason:
· the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
(a) To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.
Rationale
In 2017, the VPP purchased the TOMTEC software solution to allow Radiologist and Cardiac Surgeons to review 3-D images. This proprietary solution is a critical tool used to improve the review of this imaging, diagnosis, measurement and automation that the base Regional Cardiac Echo Solution does not provide to the clinical user base. This application has been in place across the VPP and the support and maintenance of this application can only be performed by Tomtec Corp. TOMTEC provides a multimodality, vendor neutral imaging and analysis solutions for cardiology and radiology which also includes reporting. The support and maintenance can only be purchased directly from Tomtec Corp as they hold the source code to this software.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Diane Lindsay, Buyer by email before 2:00pm Pacific Time, December 30th. PHSA will review any and all issues received by this date and provide due consideration to each objection.
