PROJECT OVERVIEW
a) Project Background-
Current, accurate imagery is the foundational information source for many decisions made on a daily basis by a significant number of Government of Alberta (GoA) staff. Updated imagery is required as a direct or indirect input into the following applications, and many more:
• Situational awareness before, during, or after emergencies;
• Change detection;
• Updates to core geospatial datasets (roads, cutlines, trails, hydrography, human footprint, industrial footprint, riparian areas, landuse, land cover, etc.);
• Map updates, and to be used as part of our dynamic online mapping applications;
• Safe and effective management of our roads and highways;
• Effective forest, wildfire,and wildlife management;
• Optimization of field visits;
• During response to public inquiries and complaints;
• For effective application review, and permit issuance;
• Performance of compliance audits and inspections;
• To provide evidence of infractions, and
• During enforcement of provincial regulations.
Anthropogenic activities and natural events precipitate changes on the landscape, which trigger the requirement for imagery refresh to support the afore-mentioned activities and understand their consequences.
Since 2005, Alberta Environment and Parks (AEP), in partnership with several other ministries, has been procuring an annual, medium resolution, provincial satellite mosaic to assist with the creation and update of our fundamental provincial geospatial datasets, and decision-making support. Presently, AEP and the Government of Alberta are using 1.5 metre, colour/false-colour SPOT6/7 satellite imagery as the basis for these data updates, decisions, and processes.
The purpose of this RFP is to select a vendor and enter into a new agreement for provision of a tiled, orthorectified, provincial-extent satellite imagery mosaic using best-available imagery from the successful vendor’s library, acquired during 2021.
This RFP also includes three (3), optional, twelve (12) month contract extensions for provision of future provincial mosaics (2022, 2023, and 2024). Extension of the Contract is not guaranteed and will occur solely at the discretion of the Province based on the continued suitability of the product, business need, availability of funding, and vendor performance.
b) Project Objectives-
The Province wishes to purchase a license to obtain and use a tiled, orthorectified, colour-balanced satellite imagery mosaic, covering the entire Province of Alberta, as per the specifications and requirements provided for herein. The satellite imagery must be processed to meet the needs of the Province, as defined by this RFP and the solution must meet the following project objectives:
1. To obtain updated imagery for the entire province in the most cost-effective and operationally useful manner;
2. To obtain imagery at a sufficient spatial resolution to fulfill the requirements of the business processes ongoing within the Ministry and the Government of Alberta;
3. To obtain imagery that is acceptable to the Ministry and the Government of Alberta in terms of spatial referencing, radiometric properties, accuracy, and data deliverables;
4. To obtain imagery which has undergone an acceptable and standard set of pre-processing in order to ensure data quality (spatial and spectral); and,
5. To obtain imagery of sufficient currency to satisfy the business requirements of the Ministry and the Government of Alberta.
c) Project Structure/Business Model-
The Provincial Geospatial Centre, within Environment and Parks, will be responsible for management of the Contract and will be the main point of contact; however, the successful Proponent may be required to interact with other project stakeholders in some cases. Split invoicing (invoicing of a percentage of the project total to different stakeholders) may also be required.
The successful Proponent will determine how the work will be carried out for this project to complete the deliverables and meet or exceed project expectations, all within the given time and budget. With this authority comes the responsibility to apply best management practices. The successful Proponent is expected to bring sufficient project management expertise, resources, and experience to successfully complete this project independently.
Therefore, throughout the term of this project, the successful Proponent should consider the following non- inclusive listing of factors:
• Plan the work of the project;
• Monitor and manage work according to the plan;
• Manage and plan project human resources and technology;
• Manage and plan project financial resources and budget;
• Adjust plans to accommodate changes and variances;
• Identify and manage project risks;
• Identify and manage project issues;
• Identify project stakeholders, and manage relationships with them;
• Identify project quality standards, and manage compliance with them;
• Report regularly, openly, and honestly on project plans, progress, status, issues and risks;
• Escalate questions, issues, and risks to AEP when appropriate, and work cooperatively with the Contract Manager to resolve them; and
• Manage project data to protect it from loss, corruption, unauthorized change, and unauthorized disclosure.
d) Key Stakeholders-
Key stakeholders include Alberta Environment and Parks as well as any other interested Government of Alberta Ministries, or Alberta public sector organizations (Agencies, Boards, and Commissions). Current Government of Alberta Ministries are listed on the following site and current GoA public agencies are defined by the following list. The list and organization of GoA agencies, and Ministries are subject to change over time. AEP reserves the right to extend the pricing proposed by the successful Proponent(s) to any GoA Ministries or other public sector organizations.
