This RFPQ 2019-02-07 General Contractor Request for Qualifications Lancer Sport and Recreation Centre, is an invitation by the University of Windsor to prospective Proponents to qualify as the General Contractor for the Lancer Sport and Recreation Centre (LSRC) Project. Only Proponents prequalified through this RFPQ will be invited to participate in the Project RFP and, if successful, to sign a stipulated price contract for the Project in the form of CCDC 2 – 2008 stipulated price contract, as amended by supplementary conditions.
Project Intent and Background:
The LSRC is a project designed to enhance athletic and recreation facilities at the University. The LSRC is an addition to the existing St. Denis Athletic and Community Centre, which will continue to be operational during the construction of the LSRC. As part of the Project, a portion of the St. Denis Athletic and Community Centre is scheduled to be renovated to reconnect the administration offices to the new facility.
The LSRC will enhance the overall campus experience, with a new Aquatics Centre, Triple Gymnasium, Multipurpose Rooms, Fitness Centre, and Outdoor spaces. The University is also contemplating the development of an Outdoor Artificial Turf Field for year-round use. The LSRC reflects the University’s commitment to fostering a lifetime appreciation of wellness and recreational sports for its students, faculty and staff.
The objectives of the LSRC include:
- Create a community space for students that blends academic, recreational and social activities;
- Enhance University reputation by promoting campus spirit and an exceptional student experience;
- Create a facility in which high performance sport and recreational activities can co-exist;
- Increase capacity and diversity in athletic and recreational programs and activities; and
- Widen the gateway between the University and the Windsor-Essex community.
In general, the scope of the Project includes the following:
- New multi-level 13,000 sq. ft. Fitness Studio;
- New 8 lane 25m Pool/Aquatics Centre;
- Triple Basketball/Volleyball Competition Gymnasium with stadium seating for 2,000 people;
- New multipurpose areas and varsity athlete changing rooms;
- New student study lounge and meeting rooms;
- Social spaces with food outlet(s);
- Renovation of existing offices and multipurpose spaces;
- Refurbished soccer fields and outdoor walkways; and
- Exterior social spaces.
As the existing St. Denis Athletic and Community Centre facility will continue to be operational, the construction of the LSRC will require a comprehensive and strategic phasing as not to interrupt operations including special events and competitive games.
