RFP 21-055-LG - CCTV Optical Enlargement Device - Multifunction (Phase 1 of a 2 Phase Process)

The University of Waterloo Sight Enhancement Equipment Pool and Assessment Centre (SEEPAC) is seeking bids on multifunction video-based closed circuit television (CCTV) equipment that have a very specific purpose as a reading device for use by a person who has a visual impairment. The equipment must have been especially designed as an assistive device for this function and only devices so identified will be considered as eligible for consideration in this RFP. The equipment will be purchased for use in the Ontario Ministry of Health’s Assistive Devices Program (ADP) Sight Enhancement Equipment Pool (SEEPAC) for lease to eligible Ontario residents.
This RFP-21-055 is for multifunction CCTVs. If Respondents are proposing more than one (1) CCTV Device that is a Multifunction, they will be submitting multiple Proposals to RFP 21-055. If Respondents are submitting a CCTV Device that is a Desktop Device (RFP 21-050) or a Portable Device (RFP 21-060) they will need to submit under the correct RFP respectively. This RFP process will not allow alternate Proposals as per our previous RFP process in 2019.
This RFP is part of a two (2) stage process. The Phase 1 RFP (first phase) will be to prequalify which CCTV Multifunction Devices will be qualified to advance to the Phase 2 RFP (second stage).
Respondents responding to the Phase 1 RFP for Multifunction Devices must create a new and separate Proposal for each and every Multifunction Device being proposed. If the Device comes in different configurations, each separate configuration is one Proposal.  If the different configuration is a simple accessory (e.g. a value added item that can be easily added and removed such as a feature kit, stand or xy table) and does not impact the shipping and packaging of the Device, then it may be submitted as one Proposal with a value added option.  If in doubt, please submit two Proposals. Each Device must be a complete unit capable of operating “as is” without the purchase/addition of other equipment
