UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: #20-035
Bruker FTIR spectrometer upgrades (OEM services)
The University of Waterloo (UW) intends to award a single source contract to Bruker Ltd., of
Milton, Ontario, for upgrades to an existing Bruker FTIR spectrometer. The budget for this entire
package is less than $140,000 CAD, not including tax/HST.
This is an Advanced Notice indicating to the supplier community that UW may award a contract for
this equipment and services to the pre-identified supplier. If no other supplier submits, on or
before the closing date of this notice, a statement of specifications and qualifications that
satisfies the stated requirements set out in this Notice, the competitive requirements of the
University are considered to have been met. Following notification to any supplier(s) not
successful in demonstrating that their statement of specifications/qualifications meets the
requirements set out in this Notice, the contract may then be awarded to the pre-identified
supplier.
If other potential suppliers submit statements of specifications/qualifications during the
fifteen-calendar day posting period, and meet the requirements set out in this Notice, UW will
proceed to a Request for Proposals process, in order to award the contract.
Process - Suppliers who can provide equivalent and compatible equipment with proven functionality
required for the research, within budget, are encouraged to submit a statement of specifications
and qualifications, in writing, to the contact person identified in this Notice on or before the
closing date of this Notice. The statement of specifications and qualifications must unequivocally
demonstrate how the supplier meets these advertised requirements within budget.
SPECIFICATIONS –
The required equipment consists of:
1. Components needed to upgrade an existing Bruker Invenio R FTIR to an Invineo X configuration
2. Components needed to extend the lower threshold measurement range of an existing Bruker Invenio
R FTIR to 25000 cm-1 (detection range of 25,000-9,000 cm-1)
3. A reflection unit for measuring absolute reflectivity values at near-normal incidence that is
compatible with an existing Bruker Invenio R FTIR
4. A high temperature test cell that is compatible with a Bruker Invenio R FTIR, is capable of
holding a sample at 800C under a defined atmosphere, and is capable of simultaneous online
calibration with an existing blackbody calibration chamber.
SINGLE SOURCE JUSTIFICATION
The required upgrades to the existing Bruker FTIR spectrometer represent a cost-effective avenue
for the University of Waterloo to expand functionality of an existing piece of equipment. Since
these upgrades need to be compatible with our existing FTIR spectrometer, the University of
Waterloo is unaware of any other supplier who can provide these Original Equipment Manufacturer
(OEM) services.
