UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: #19-102
The University of Waterloo (UW) intends to award a single source contract to Keysight Technologies of Mississauga, Ontario, for a 45-GHz analog bandwidth, 120GSa/s, 2-channel arbitrary waveform generator that is upgradable to 4-channel via software in a single chassis.
This is an advanced Notice indicating to the supplier community that UW intends to award a contract for these goods to the pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a statement of qualifications that can satisfy the stated requirements set out in this Notice, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating that their statement of qualifications meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
If other potential suppliers submit statements of qualifications during the fifteen calendar day posting period, and meet the requirements set out in this Notice, UW will proceed to a Request for Proposal process, in order to award the contract.
DESCRIPTION:
The University of Waterloo has an opportunity to acquire new test and measurement capability by purchasing a Keysight Technologies M8194A arbitrary waveform generator (AWG) with high-speed, advanced waveform generation features and a full 3-year warranty. This is an exceptionally advantageous offer that the University is not aware that other suppliers can match.
SOLE SOURCE JUSTIFICATION:
No Original Equipment Manufacturer other than Keysight offers an arbitrary waveform generator (AWG) with 45 GHz of analog bandwidth that is capable of waveform generation at sampling rates up to 120GSa/s and an output amplitude up to 1.6 Vp-p (differential; DC bias range from -1.0 to +2.5 V) at 8-bits resolution. The unit to be purchased has unique capabilities, as it includes software options for advanced waveform generation capabilities, 512 kSa of waveform memory per channel and a single AXIe chassis that may be configured in single, dual, and quad channels operating at 120GSa/s simultaneously. The AWG also has built-in frequency and phase response calibration, as required by the University. Output transition time (20%/80%) is 11 ps without corrections and typically 6 ps after calibration corrections are applied.
The unit can be upgraded without trade-in to enable simultaneous generation of 4 independent output waveforms at 120GSa/s (i.e. software upgradable to 4 channels).

Suppliers who can provide the functionality (frequency) may submit a statement of qualifications, in writing, to the contact person identified in this Notice on or before the closing date of this Notice.
The budget for this acquisition is less than $300,000 CAD, not including GST/HST.
