GetSmarterAboutMoney.ca Website Redevelopment and Hosting Services OSC201617M-035 (the “RFP)
The Ontario Securities Commission (“OSC”) is soliciting competitive Proposals from respondents for the provision of Get Smarter About Money Website Redevelopment and Hosting Services (the “Services”) as further described in Article 3.
The potential scope of services to be provided under the contemplated engagement includes, but is not limited to:
Objective. The OSC’s Investor Office is working to create an updated and fully responsive consumer website, GetSmarterAboutMoney.ca (GSAM). The OSC is seeking a web development service provider to re-develop and refresh GetSmarterAboutMoney.ca using designs and wireframes provided by the Investor Office. Designs (see Exhibit 1, Section 2.g) will be delivered as layered PSD files to the successful respondent. Part of the online offering also includes various tools and calculators to be added to the website, which have been/are being independently developed and will be delivered to the selected respondent. GetSmarterAboutMoney.ca resources are bilingual (English and French), and all web resources must meet provincial accessibility standards for web (WGAC 2.0, Level AA). Providing ongoing planned and on-call website support and maintenance is also a necessity. The Investor Office plans to launch a beta version of the updated website by early March, 2017 in advance of a public launch by March 31, 2017, and requires a company that can begin work immediately.
In addition, the Investor Office requires new web hosting and ongoing hosting maintenance. The web hosting and hosting maintenance may be provided by the selected respondent or subcontracted by the selected respondent.
There are two Services categories in scope for this RFP, as follows (“Service Categories”):
Service Category 1 – Web development services to re-develop and maintain the GetSmarterAboutMoney.ca website, including ongoing development and analytics support; and
Service Category 2 - Web hosting and ongoing hosting maintenance for the re-developed GetSmarterAboutMoney.ca website.
For clarity, respondents must submit a Proposal (as defined in section 4.1 hereof) in response to both Service Categories but may subcontract Service Category 2. The OSC may elect to contract directly with a proposed Service Category 2 provider. The OSC can provide no guarantees as to volumes of business.

Proposals must be received on or before 2:00 p.m. Eastern Time on October 6, 2016 by the use of MERX Electronic Bid Submission (EBS). Respondents shall be solely responsible for the delivery of their Proposals in the manner and time prescribed.
