The Ontario Securities Commission (the “OSC”), on its own behalf, and on behalf of the British Columbia Securities Commission (“BCSC”), the Alberta Securities Commission (“ASC”), and the Autorité des marchés financiers (“AMF”) (collectively, together with the OSC, the “Principal Administrators”) is soliciting competitive proposals for a new Canadian marketplace activity data repository and analytics solution, including integration and implementation services to design, develop and evolve the proposed system, and operational hosted and supported application services (collectively, the “Solution”) for the use and benefit of the members of the Canadian Securities Administrators (the “CSA”, which is comprised of Canada’s provincial and territorial securities regulatory authorities) and others.
In this regard, the Principal Administrators are seeking to procure and implement a Solution that will facilitate the efficient identification and analysis of Canadian capital market misconduct and improve insight into the Canadian capital markets and market structure. The requirements for the Solution are described in detail in the RFP, which is available through MERX at www.merx.com or 1-800-964-6379, OSC reference number OSC201617M-045.
To assist potential respondents in understanding this RFP and its process, a respondent briefing session will be held at the offices of the Ontario Securities Commission located at 20 Queen Street West, 22nd Floor, Toronto, Ontario on Tuesday, February 21, 2017 at 2:30 pm (ET), see Section 3.5 of the RFP for details. Prior to attending the respondent briefing session, respondents must (a) submit a validly executed RFP interest agreement and (b) pre-register by no later than Tuesday, February 21, 2017, 12:00 p.m. (ET). Respondents may attend the respondent briefing session in person or by conference call. Attendance is not a pre-requisite for submitting a proposal in response to this RFP.
Respondents are required to submit a validly executed RFP interest agreement (see Section 3.4 of the RFP), which is included in the RFP as Attachment 1, in order to attend the respondent briefing session (see description below), be granted access to certain materials associated with this RFP located in the electronic data room (see Section 3.6 of the RFP), and be permitted to submit a proposal in response to this RFP. Failure to submit a validly executed RFP interest agreement prior to the relevant deadlines will preclude respondents from attending the respondent briefing session, gaining access to the electronic data room, and will render respondent ineligible to submit a proposal in response to the RFP.
Proposals must be received on or before 2:00 p.m. (ET) on April 13, 2017. Proposals must be submitted electronically using the MERX Electronic Bid Submission (EBS) service. Respondents are solely responsible for the delivery of their Proposals in the manner and within the proposal submission deadline prescribed. Proposals transmitted by facsimile or sent by any other means shall not be considered.
