A. THE DELIVERABLES
Background
Ornge is a regulated not for profit company that provides air and land ambulance services under an agreement with the Ministry of Health and Long-Term Care. Included in the functions of Ornge are the roles inherent in the procurement, maintenance, dispatch, staffing and operation of a fleet of land ambulances, fixed wing and rotor wing aircraft. The medical teams provide services aboard aircraft and vehicles staffed with highly trained paramedics and pilots.
Ornge has over 600 employees, including paramedics, paediatric transport paramedics, pilots, aircraft maintenance engineers, transport medicine physicians and dispatch communications officers both medical and flight.
Ornge performs most of its recruitment in house however from time to time Ornge requires the assistance of a specialised recruitment firm to work on specific projects where Ornge may not have the required specialized experience.
For this engagement Ornge requires the following specialized streams of recruitment:
- Mental Health Transport and General Duty Registered Nurses
- Medical Security Guards
Ornge is currently working on a project to recruit specialized Mental Health Transport and General Duty Registered Nurses, and Medical Security Guards to perform medical air transfers of patients with a variety of mental conditions. Ornge is looking to partner with one or two recruitment firm/s to assist in the requirement building of the positions and recruitment of the required Mental Health Transport and General Duty Registered Nurses, and/or Medical Security Guards, the project will initially be operated out of Thunder Bay Airport but may be rolled out to any other Ornge Location.

A. Mental Health Transport and General Duty Registered Nurses
A mental health transport nurse in Ornge’s definition is a Registered Nurse with the College of Nurses of Ontario and having the following qualifications and characteristics:
- Minimum 5 years’ experience in a mental health nursing setting;
- Specialized Mental Health Training is preferred;
- Minimum 2 years in an Emergency Nursing setting;
- Experience in a medical air transport setting preferred; and
- Current valid ACLS, CPR & AED certification.
A General Duty Registered Nurse in Ornge’s definition is a Registered Nurse with the College of Nurses of Ontario and having the following qualifications and characteristics:
- Minimum two years’ experience in an acute care/hospital setting; and
- Current valid ACLS, CPR & AED certification.
B. Medical Security Guards
A medical security guard in Ornge’s definition is a registered Ontario security professional with the following qualifications and characteristics:
- Five years experience providing security services in a mental health in-patient setting in a healthcare facility;
- Formalized training in non-violent crisis intervention, mental health first aid or similar; and
- Current valid CPR & AED certification.
The recruitment firm/s that Ornge engages with must have the following characteristics:
- Must have a roster of Mental Health Transport and General Duty Registered Nurses, and/or Medical Security Guards on file that is ready to be deployed within 24-72 hours;
- Must have a proven track record of being instep and responsive to emergency requests or recruitment opportunities;
- Must be available 24 hours per day, 7 days per week, 365 days a year;
- Must have a designated contact person assigned to Ornge to build a relationship with Ornge and to understand Ornge’s unique and diverse requirements; and
- Must be creative and solution driven; and
- Must have expertise in coordination of rural and/or remote vaccination or healthcare campaigns.
