Description

This Request for Proposals (this “RFP”) is an invitation by Ornge to prospective Proponents to submit Proposals for the standing agreement for charter air ambulance services (as more specifically described in the RFP Particulars (Appendix C).

Ornge is seeking to procure charter air ambulance service providers (“Air Operator”) to supplement its own fleet for patient transfers in the Ontario North and South regions.

Ornge is looking for at least one Air Operator per airport location in the Ontario North and Ontario South regions (see chart below) providing one Aircraft per airport location. One Air Operator can submit a Proposal for more than one airport location in any region.

ONTARIO SOUTH - Kitchener Airport (CYKF)

OPTIONAL AIRPORT LOCATIONS
ONTARIO NORTH - Earlton Airport (CYXR)
ONTARIO SOUTH - Muskoka Airport (CYQA) & Barrie Airport (CYLS)

Ornge’s preference is to award Agreement/s, after completion of the evaluation and negotiation requirements/process set out in this RFP, for the preferred airport locations, therefore, Ornge will start negotiations in the following order of airports:

Preferred Airport Location (Ontario South) - Kitchener Airport (CYKF); and
Preferred Airport Location (Ontario North) - Timmins Airport (CYTS).

Ornge may negotiate the following additional optional airport locations after concluding the preferred airport locations (Ontario south and north) or at a later date:

Optional Airport Location (Ontario South) - Muskoka Airport (CYQA), Barrie Airport (CYLS); and
Optional Airport Location (Ontario North) - Earlton Airport (CYXR).

Prospective Proponents are required to submit one Proposal for one or more airport locations whether preferred or optional locations. Proponents must pay particular attention to the Pricing Form and only those airport locations where the Proponent provided pricing information for a particular airport location (preferred/optional) will be reviewed and considered as part of the Proponent’s RFP submission.

Ornge envisions that there will be no Guaranteed Hours offered for these airports during the Agreement Negotiation Period of the RFP process. Ornge requires the chosen Air Operator/s to be operational by April 2018 or as otherwise agreed by Ornge.

Ornge provides air and land ambulance services under an agreement with the Ontario Ministry of Health and Long Term Care (“MOHLTC”).
