This Request for Supplier Qualifications (“RFSQ”) is an invitation by Ornge to prospective
respondents to qualify in accordance with Evaluation of Responses (Part 2) for eligibility to provide
a fleet of eight to a maximum of 12 Fixed Wing Aircraft as further described in Section A of the
RFSQ Particulars (Appendix B) (the “Deliverables”).
Ornge is a family of companies incorporated federally. Ornge provides air and land ambulance
services under an agreement with the Ontario Ministry of Health and Long-Term Care. Additional

Ornge is seeking to procure a fleet of at least eight new aircraft to replace its current fleet of
eight PC-12 NG aircraft, which are reaching the end of their operational lifespan. In addition,
Ornge may seek to procure up to four additional new aircraft to increase the total of its fleet from
eight up to 12 aircraft.
The aircraft must meet or exceed the CAR Part 703 requirements as set out by Transport Canada
and the Ontario Standards and Requirements for registered Air Operators (revision #5), as may
be amended from time to time.
At a minimum, the aircraft must be a fixed wing, pressurized aircraft capable of departing under
Instrument Flight Rules (IFR), from a 3500-foot gravel runway carrying a load (excluding crew
and fuel) of 1500 lbs to a destination 414 nautical miles, from point of departure at a planned
cruise speed of 260 KTAS with sufficient minimum fuel reserves to fly to an alternate airport 100
nautical miles distance in calm winds and then for an additional forty-five (45) minutes at normal
cruise.
Respondents may submit more than one (1) aircraft type, for consideration by Ornge,
by submitting multiple Mandatory Technical Requirements Forms (Appendix C) and
accompanying document as required and appropriate for each aircraft to satisfy the
required compliance validation as indicated in the form.
