APPENDIX B – RFPQ PARTICULARS
A. THE DELIVERABLES
Ornge is seeking charter fixed and rotor wing aircraft operators capable of economically and expediently serving the following mission profile:
- Air transport services for organs and surgical recovery teams to hospitals and transplant centers throughout North America;
- Provision of enroute meals for surgical recovery teams;
- Flights typically originate in Ontario with the most prevalent origins being Toronto, London, and Ottawa;
- Destinations can be National/International, the majority of which are National;
- Passengers can number as high as 7-8, but typically are in the order of 3-4 with some support cargo e.g. coolers with ice and ancillary equipment; and
- From time-to-time, and at Ornge’s discretion, charter fixed and rotor wing aircraft operators may be required to service mission profiles other than the air transport of organs and surgical recovery teams, and ad-hoc services to be defined at the time of service.
B. MATERIAL DISCLOSURES
- The purpose of this RFPQ is to identify respondents who may be invited to enter into an agreement with Ornge to provide, on a nonexclusive basis without any guarantees of volume, charter fixed and/or rotor wing aircraft organ and/or ad-hoc transfer services.
- Ornge is under contract with Trillium Gift of Life as the primary provider of organ transport services by air for Ontario-based organ transplant recipients and organ donation surgical teams. Ornge is responsible for the rapid transport of the transplant and recovery teams.
- Trillium Gift of Life Network (“TGLN”) is the Government of Ontario agency responsible for delivering and coordinating organ and tissue donation and transportation services across the province of Ontario.
- Supporting TGLN, Ornge is the designated organ transport provider in Ontario, coordinating over 250 organ transports each year.

- Ornge intends to evaluate responses with the goal to prequalify an unlimited number of aircraft operators as Vendors of Record (“VOR”).
- Agreements shall be for an initial term of five years commencing on or about September 1, 2021. Ornge may at its’ discretion renew the agreement for an additional term of one year.
- For clarity, this VOR will expire on August 31, 2026 vendors. Vendors who join the VOR at any time after the commencement of the initial term will only be awarded contracts up to the VOR’s expiry date.
- Audit compliance:
All contract air carriers are required to meet aviation requirements mandated by the Canadian Transportation Agency and the Government of Ontario Operations Standards. In addition, all contracted air carriers are required to implement and maintain a Safety Management System in line with the Transport Canada guidance material contained in Advisory Circular AC-107-002.
Contracted air operators will be subject to an annual audit cycle, conducted by Ornge. All new operators entering into an agreement with Ornge for the purpose of operating air transport services will also be subject to an audit assessment prior to the commencement of services.
Audits are conducted following aviation industry standard auditing techniques, including interviews with key personnel, reviews of approved documents, samples of relevant records and random inspections through the operator’s system(s).
Included in the scope of the audits are the following areas:

Company Organization and Management;

Operations facilities, manual, flight crew training and records, Operational Control system, flight documentation and records, weight and balance system and records;

Maintenance Organization and responsibilities;

Maintenance Policies and Procedures;

Aircraft continued airworthiness process;

Management oversight of unscheduled maintenance, outside maintenance vendors, Quality Assurance audits of the operator and repair station; and
-
Safety Management Systems.
Results of the audit report are provided to the air operator with findings, observations / recommendations and a risk assessment as a result of the audit. All audit findings require a formal corrective action plan to be submitted to and approved by Ornge in accordance with the Ornge Contracted Carrier Audit program.
- Subsequent Procurement Information:
- Work will be assigned, or products purchased, through a subsequent procurement process in which one or more VOR may be invited to participate.
- Ornge anticipates invitations to participate will be issued based on an open competitive bidding process whereby each VOR may be invited to bid on specific organ or ad-hoc transfer services as they are required. Appendix F to this RFPQ outlines the process by which a VOR may be invited to bid on organ or ad-hoc transfer services. Such process may be amended from time to time in the sole and absolute discretion of Ornge.
