This Summary Notice and Notice of Intended Procurement is issued by Ontario Pension Board (“OPB”) for procurements covered by the Canadian Free Trade Agreement and the Comprehensive Economic and Trade Agreement to provide summary information in relation to specific procurement, as detailed below.
A. SUMMARY NOTICE
1. Subject Matter of Procurement
Enterprise Risk Management (ERM) Software and Related Services
OPB is seeking a cloud-based end-to-end Enterprise Risk Management workflow and automated reporting platform (“ERM Platform”) for approximately twenty-five (25) users. The ERM Platform will support the tracking, measurement, management and reporting of enterprise risks. In addition, the service provider will provide related services such as implementation of the ERM Platform and user trainings.

OPB anticipates posting the RFP on electronic Canadian public tendering systems (MERX and/or Biddingo) in October 2018. Interested suppliers are encouraged to monitor Canadian public electronic tendering systems for the formal posting of the RFP and are asked not to contact OPB for posting information.
3. Submission Deadline
The submission deadline for this solicitation is thirty-five (35) calendar days from the RFP posting date.

5. Time-Frame for Delivery, Duration of Contract and Extension Options
It is anticipated that the resulting contract will be awarded by December 2018 and will be for a term of five (5) years with an option to extend on the same terms and conditions for an additional term of up to two (2) periods of up to two (2) years each.

Unless otherwise indicated, and subject to applicable exceptions and exclusions, this solicitation is covered by Chapter 5 of the Canadian Free Trade Agreement, and, where the contract value meets or exceeds applicable contract value thresholds, by the Chapter 19 of the Comprehensive Economic and Trade Agreement.
ADDITIONAL INFORMATION
The ERM Platform must help determine the potential impact of risk events with each business unit and perform root-cause analysis with reporting capability and self-service analytics, allowing management to take action with real-time event escalation. The ERM Platform also must capture all ERM data and present summary information in a web based format that provides trend analysis for all areas assessed and in aggregate at the enterprise-level.
OPB is interested in solutions that can deliver ease of use to assist in development of options for continuing OPB’s ongoing enterprise risk management efforts including:
- Assignment of enterprise-wide responsibilities to manage newly-identified risk areas;
- Periodic reassessment of current risk areas and identification of new strategic and operational risks.
Out of scope – OPB is not seeking a fully integrated Governance, Risk and Compliance (“GRC”) solution. Additionally, OPB is not subject to Basel II/III operational risk framework standards, OSFI regulatory guidelines, HIPPA or SOX.
The RFP process is a non-binding RFP which includes a consecutive negotiation process. The service provider may be requested to provide other related services to meet OPB needs during the term.
