Proposals must be received at the Submission Address no later than the Closing Date and Time. Proposals received after that date and time will be returned unopened to the Bidder. It is the Bidder’s sole responsibility to ensure that the Proposal is delivered personally, by mail, or by courier to the designated location prior to the Closing Date and Time. Proposals submitted via electronic (email) or facsimile (fax) will not be accepted.

Proposals must include:

One (1) original hard copy of the Proposal, including a Letter of Introduction signed in ink by an officer of the Bidder’s organization, and

Proposals should include:

One (1) additional hard copy of the Proposal, bound in such a way as to lay flat
