The Rural Municipality of Springfield is a mix of rural area and urban and industrial centers and is situated east of Winnipeg with a population of approximately 16,000 . The Municipality covers approximately 1,100 square kilometers. The Municipality owns, operates and maintains one regional lagoon system and two (2) water systems serving the communities of Dugald, Oakbank and Anola.
The communities of Oakbank and Dugald consist of approximately 1800 households in addition to commercial and institutional establishments as well as four public schools. The source of water for these communities is two GUDI wells located on Heatherdale Road. The water from these wells is pumped to Oakbank Water Treatment Plant for treatment. At the plant water undergoes UV disinfection and disinfection with sodium hypochlorite and is stored in the reservoir, before being distributed to the Oakbank community and to Dugald Water Treatment plant (DWTP). The DWTP is presently used only as storage and pumping station for Dugald community.
The RM intends to install a separate water source for Dugald and upgrade the DWTP in order to separate it from Oakbank Water Treatment Plant and increase the system capacity. The RM has recently received funding under Build Canada Fund for this upgradation. Friesen Drillers is engaged to install new well fields and public consultation work is in progress. It is expected that the test well drilling program will be completed by March 2018 and pump test data, water quality data and location of the new wells will be made available to the successful proponent for preliminary design of pumping, raw water line and the treatment process.
At this time, the Municipality is seeking proposals from qualified proponents for work related to the pre design of upgrades to Dugald Water Treatment Plant and associated infrastructure. The RM will request a proposal for detail design and project management from the successful proponent upon completion of the pre-design. However, RM reserve the right to issue a separate RFP for the work of detail design and project management in the event that RM is not satisfied with the proposal, fees or the methodology offered by the successful proponent and RM’s decision in this regard will be final. The successful proponent will still have the option to submit the proposal in response to the said RFP.
