13217 - New potable Well Design & Construction

The RM of Springfield is dependent on groundwater for its potable water supply needs. The main source for water supply for the RM’s Oakbank water system is groundwater obtained from two groundwater wells located on Heatherdale Road near the Hazelridge Road intersection. The North well was completed in Oct 1996 and South Well was completed in Sept 1994.  The population of town of Oakbank and Dugald grew by 30% over last 5 years as per 2016 census. To meet increased water demand from the potential growth in coming years the department intends to develop new well fields to increase the raw water supply and also as backup to the existing raw water wells. In 2016 Friesen Drillers completed a study for identifying potential new well sites for the RM of Springfield. The location of the proposed wells is based on the study report.
 The tentative location for the proposed wells is at NE 9-11-5-E quarter in the south west corner of Cedar Lake Road and PR 206. However, the Proponent is required to confirm the exact location with the RM before the start of work. The proponent will be required to apply for environment act license to the Province of Manitoba and conduct public consultation and open houses in order to obtain the license. Once the license is issued the proponent shall obtain any other necessary permits to install test wells at the proposed locations based on the Friesen Drillers study report for new well sites for communities of Dugald and Oakbank (2016). The proponent will take water samples from the test wells and conduct water quality testing through a certified lab. Pumping test shall be carried out on the test wells with favorable water quality to determine the yield of the wells. This data will be provided to the Water Treatment Plant upgrade consultant to design and tender the upgrades for Dugald Water Treatment Plant. Proponent shall convert the test wells into production wells, conduct pumping tests, disinfect the wells and will leave a stub from the pit less adapter for future connection to the raw water line.
