Description

The Rural Municipality of Woodlands requests proposals from authorized Chartered Professional Accountants to audit its financial affairs, books, accounts, records, transactions and policies for the calendar years ending December 31, 2024, 2025 and 2026. Audits must be prepared in accordance with Generally Accepted Accounting Principles for municipal governments recommended by the Canadian Institute of Chartered Professional Accounts as per S183(1) of the Municipal Act, L.M. 1996, C.58 and any modifications as approved by the minister. Annually there shall be an interim audit and a final audit completed for the Municipality.
Proposals must also include submission of audit services for the RM of Woodlands Community Pastures Inc and the RM of Woodlands Community Development Corporation, details of which are attached as schedules to the RFP document.

The request for Proposal Submission shall be submitted in a sealed envelope. The envelope must be clearly marked “PROFESSIONAL AUDIT SERVICES 2024 – 2026” and with the bidder’s name and address.

The Rural Municipality of Woodlands will not reimburse responding firms for any expenses incurred in preparing proposals in response to this request. Proposals received become the property of the Rural Municipality of Woodlands and will not be returned to the bidder.

To be considered, two (2) paper copies of a proposal and one copy in PDF format on a USB flash drive of the fully completed Technical Proposal including any and all attached schedules, signed and sealed by the Proponent must be received by Corlie Larsen, Finance Manager, Rural Municipality of Woodlands, Box 10, Woodlands, MB R0C 3H0 by 4:30 P.M. August 30, 2024.

An Audit Proposal Review Committee, comprised of the Chief Administrative Officer, Assistant CAO, and the Finance Manager, will evaluate proposals submitted. The final determination to accept a specific proposal will be made by the Council of the Rural Municipality of Woodlands.

Request for Proposal Submissions shall be submitted not later than the Time and Date set for final receipt of bids.

Except where extended by Addendum, Request for Proposal Submissions received after the Time and Date set for final receipt of bids will not be accepted and will be returned
unopened.

The Rural Municipality of Woodlands reserves the right to reject any of all proposals submitted.
