SCOPE OF WORK
Contractor (s) must be capable of manufacturing, supplying and delivering the various wire and cable materials according to the technical specification and the quality requirements that are specified in this RFP.
The material requirements that compose the scope of this RFP are derived from a portfolio of contracts that are expiring in the near future. The approximate value of the materials is $28M per year (based on historical expenditures).
Wire and Cable Products
The wire and cable products listed below will be within the scope of this RFP:
• Overhead Conductors
• Underground Conductors
• Control Cable
• Overhead Wire – Skywire
• Overhead Transmission Conductors
• Teck Cable
For the provision of wire and cable products ordered by the Purchaser on an “as required” basis, via Release Purchase Order(s) descriptions, technical and quality requirements are provided in Schedule A-2 – Technical Requirements and the Pricing Workbook (Excel Spreadsheet). Product groups will not be created based on the classifications above.
In addition to the specific requirements detailed in Part B General Requirements and Technical Requirements, Manitoba Hydro intends to source any requirements for related products, which might arise during the term of the contract(s), through contract(s) that result from this RFP. “Related Products” are two or more products that are nearly identical in technical attributes and which are largely defined, in whole or in part, by a common specification. For example, if Manitoba Hydro were to require wire or cable that is of the same specification as products explicitly included in the requirements to this RFP, but which is of a size (or gauge) not explicitly included in this RFP, Manitoba Hydro intends to add the newly required material to a contract that resulted from this RFP.
Should, at any time during the term of the contract(s), Manitoba Hydro wish to add a new requirement, Manitoba Hydro will request a quotation for the new requirement from each of the suppliers that was awarded a contract as result of this RFP. The additional requirement will be awarded to the low bid (received from the suppliers already under contract) or Manitoba Hydro may opt to source the new requirement through a separate competitive procurement process.
Notwithstanding any of the above, during the term of any contract(s) that results from this RFP, Manitoba Hydro reserves the right to conduct a separate competitive procurement process for any project requirements for items that are either (i) explicitly defined in Part B General Requirements and Technical Requirements or (ii) items that are Related Products, and where these presently unforeseen requirements would cause Manitoba Hydro’s annual in-year usage (of the involved products), by item, to exceed the historical average (as indicated in this RFP) by more than 100% (i.e. total actual usage, including the special project requirements and all other requirements for the given products, would be more than double historical average usage) and the approximate value of the project requirement would exceed $5M CAD.

EVALUATION CRITERIA
Phase I
Technical / QualityPass/Fail – Technical evaluation will be done at the product level; quality evaluation will be done at the Proponent/supplier level.

- Quality assurance program (compliance with the quality requirements of this RFP)
Phase II
Value Added Services CapabilityScored based on evaluation against stated criteriaTo pass, a Proponent must achieve a score of 60 points or more
Phase III
Total Cost of Ownership EvaluationTotal evaluated total cost of ownership. This evaluation phase will be done at product level.
