ELECTRONIC SUBMISSION:

format or as directed. There must be separate attachments for the
Technical Proposal and the Pricing/Financial Proposal.
The subject line of the email and any attachments should be clearly
marked with the RFQ number and the Proponent's name.
The submission subject should be listed as Proponent Name and the Date
Submitted in mm-dd-yyyy.
Emails approaching 25 Megabytes in size may be rejected by Manitoba's
email system. Proponents should identify the order and number of emails
that make up the electronic submission (e.g. email 1 of 3, email 2 of 3,
email 3 of 3). Upon receipt of proposal, Proponents will receive an
email confirming that Manitoba has received the Proposal. While Manitoba
allows for email submissions, the Proponent bears all risk associated

PerkinElmer Victor 2D Fluorimeter (catalogue #1420-020) or equal
equivalent for the fluorometric measurement of the PerkinElmer newborn
screening assays for Biotinidase Deficiency (Biotinidase assay) and
Galactosemia (Galactose-1-phosphate uridyl transferase (GALT) assay),
with the option to also measure Thyroid Stimulating Hormone for
Congenital Hypothyroidism.
The proposed semi-automated benchtop fluorimeter must meet the following
mandatory specifications:
Must be Health Canada licensed.
Capable of setting protocols for manual neonatal screening assays based
on DELFIA Time-resolved fluorescence for quantitative determination of
the TSH assay, and prompt fluorescence for GALT and Biotinidase assays.
Semi-quantitative determination of Biotinidase activity in neonatal
dried blood spots using the PerkinElmer Neonatal Biotinidase kits
(3018-0010).
Semi-quantitative determination of GALT concentrations in neonatal dried
blood spots using the Neonatal GALT kits (NG-1100).
Tungsten-halogen lamp for continuous fluorometric measurements: 75W,
lifetime greater than 300 hours with spectral range 340-700 nm.
Rotatable filter wheel(s) with standard high quality interference
filters for 340nm, 355nm, 390nm, 485nm, 544nm.
Flash light source for time-resolved fluorometric measurements:
UV Xenon flashtube, L4642 or equivalent with spectral range 280-400nm,
including filter slide with filters 340 nm and 320nm.
Fluorometry and time-resolved fluorometry detection units:
photomultiplier tube, R1527, and emission filter slide with the
following filters 405nm, 460nm, 486nm, 535nm, 590nm, 615nm, and 642nm.
Instrument must not exceed the following maximum dimensions: Width 490
mm x depth 592 mm.
Instrument must not exceed 55kg.
Power requirements:
Voltage/frequency 110-120V / 220-240V, 50/60 Hz.
Must be functional in the following environmental conditions:

QUOTATION EVALUATION:
Generally the lowest overall price of an acceptable item(s) in
accordance with the terms & conditions of the RFQ will be awarded
the order.
Quotations will be evaluated based on suitability of unit offered
compared to the end users needs, product specifications, price<(>,<)>
delivery, quality of the bidder's performance in past awards
and any other terms & conditions indicated on this RFQ.

PRODUCT OFFERED:
The product offered must meet the requirements and expectations for
it's intended use
If it is your intention to offer an item, which does not meet all the

deviations or changes on the return quote.

INSTALLATION:
Installation on-site by a qualified service engineer to the satisfaction
of Cadham Provincial Laboratory. Bidders are to provide details of what
is included in the installation and what is not included by the Bidder.
OPERATOR TRAINING:
Bidders to provide details of the standard operator training for 2
operators that will performed by the Bidder, and of additional any
costs, if applicable.
QUALITY / ACCEPTABILITY:
Any product supplied must be new, unused, first quality.
Demo units will not be accepted.
All goods delivered are subject to inspection prior to delivery
acceptance. Signing of any delivery slip should not be construed as
acceptance of the product delivered. Manitoba reserves the right to
reject any product, after final inspection that does not meet the
specification or product description requested.
Manitoba reserves the right to reject any product supplied which, upon
inspection or use, is deemed by the using department to be
unacceptable for their intended use.
Products to be supplied as specified on the contract/purchase order.
Any substitutes shipped without prior written approval will be rejected
at time of delivery or held at shipper's risk pending return
instructions
Products rejected by the using department will be returned to the
Vendor for full credit or replacement product at no cost to Manitoba
or the contract may be cancelled.

an insurance broker licensed in Canada stating that the Proponent shall
be able to purchase the required insurance if the Proponent is the
Successful Proponent.

GOVERNING LAWS:
Manitoba requires its suppliers to adhere to provincial labour laws
and, where businesses use sources outside of Canada, Manitoba
expects suppliers to comply with local labour laws in the country of

INDIGENOUS BUSINESS STANDARD FOR "GOODS WITH RELATED SERVICES"
DEFINITIONS:
"Indigenous Business" means a business that is at least 51% Indigenous
owned and controlled and, if it has six or more full-time employees, at
least one-third of its employees must be Indigenous persons.
"Indigenous Business Directory" means a business directory of Indigenous
businesses that meet Manitoba's definition of an Indigenous business.
'Indigenous Business Standard" means terms and conditions that indicate
that Indigenous business participation is desirable but not mandatory.
"Indigenous Person" means a First Nations, Non-status Indian, Métis or
Inuit person who is a Canadian citizen and resident of Canada.
INDIGENOUS PROCUREMENT INITIATIVE:

Manitoba reserves the right to cancel and/or reissue the RFQ where<(>
