2024-36-M-P - Campground Electrical Improvements

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of ECC Environment and Climate Change (“ECC”) to prospective proponents to submit proposals for campground electrical improvements at four Provincial Parks as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

Proponents are invited to submit pricing for each location separately. Proponents may submit pricing for one, two, three, or all four locations.

The work is being done in the following locations: Bays 15 and 16 in the Grand Beach Campground, Bay 3 in the Gull Harbour Campground (Hecla/Grindstone Provincial Park), Fox Bay in Birds Hill Campground and Bay 10 in Kiche Manitou Campground in Spruce Woods Provincial Park. Work site location will not be occupied during construction.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or ECC other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional pre-bid meeting has been scheduled as follows:

Proponents are to pre-register by email to the project manager at Rebecca.Lauhn-Jensen@gov.mb.ca. A reply will be sent as a confirmation of proponent’s attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Deadline for registration is the end of the business day July 22, 2024.Attendance at the pre-bid meeting will be confirmed and recorded.

Proponents are not entitled to rely on information received from ECC, ECC’s representatives, or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions July 30, 2024. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is August 6, 2024 at 2:00:00 P.M. CDT.

Proposals must be submitted through MERX Electronic Bid Submission (“EBS”) System, the electronic tendering systems used by ECC. No other form of Proposal submission will be accepted.
