Description

The Iskatewizaagegan #39 Independent Nation is proceeding with the installation of backup power generation at their existing water treatment plant. The community is accessible year round via Highway 673 off of Highway 17, 50 km west of Kenora, Ontario.

The scope of work consists of:

Installation of a new 150 kW backup power generation in a walk-in style enclosure, including a concrete foundation
Complete all electrical work to maintain uninterrupted water distribution to the community throughout the work
Install a new fire pump control panel and integrate the controller with the existing plant SCADA system and the existing electric fire pump.

Works are expected to be tendered in Spring 2021 and construction is expected to be completed in Fall 2021. The project construction cost is in the range of $700,000.

Interested General Contractors who have expertise in backup power generation installations at water treatment plants, are invited to submit one PDF copy of Pre-Qualification Documents, each comprising the following:

Completed Contractor’s Qualification Statement (CCDC 11-2018), including:
- Resumes of supervisory personnel to be assigned to the project.
- Detailed listing of work to be performed by General Contractor own forces and by sub-contractors.
Specific information on backup power generation installations (minimum of 3 projects) completed with a minimum of one backup power generation installation on a First Nation community as well as the ability to demonstrate experience on Water Treatment Plant SCADA and fire pump systems in the past 7 years. Clearly demonstrate experience in working in Northern Ontario. Provide references and contact information for each project.

Any submission failing to comply with all these requirements is subject to disqualification.

will be received until 2:00 p.m. local time on April 7, 2021 by email to jrcousin@jrcc.ca at JR Cousin Consultants Ltd. Late submissions will not be accepted or considered.

The Iskatewizaagegan #39 Independent Nation reserves the right to accept any or all submissions and/or to re-issue this RFPQ to additional proponents as needed to ensure adequate competition. Only those General Contractors which the Iskatewizaagegan #39 Independent Nation deemed qualified from this pre-qualification process will be invited to submit tender bids for this project.
