Description

The Sachigo Lake First Nation is proceeding with a WM and WWS piping project and a lagoon expansion within the community. The scope of work consists of:

Installation of 1500 l.m. of 150 mm WM
Installation of 1200 l.m. of 200 mm WWS and a new sewage lift station
Service lines to 54 existing homes and vacant lots with 24 connections to existing building plumbing
Installation of 1300 l.m. of 150 mm FM
Installation of 400 l.m of 250 mm raw water intake piping and new intake screen
58,000 c.m. of excavation for a clay lined facultative lagoon expansion.

Works are expected to be tendered in November 2019 and construction is expected to be completed by fall 2020. The goal of the project is to extend the existing water distribution system and sewage collection system to service existing homes and new lots for development. The existing clay lined facultative lagoon will be expanded to accommodate the growing needs of the community. In support of a water treatment plant upgrade (being completed under a separate tender) a new raw water intake will be installed and is a key component of this project.

Sachigo Lake First Nation is a remote community accessible only via air and winter road.

Interested General Contractors who have expertise in water and wastewater piping and lagoon construction, specifically in Northern communities, are invited to submit one hard copy and one PDF copy of Pre-Qualification Documents (15 pages maximum excluding resumes), each comprising of the following:

Completed Contractor’s Qualification Statement (CCDC 11-2016), including:
- Resumes of supervisory personnel to be assigned to the project.
- Detailed listing of work to be performed by General Contractor own forces and by sub-contractors.
Specific information on lake intakes, piping and lagoon projects (minimum of 3 projects) completed in northern First Nation communities in the past 7 years. Experience in remote (winter road or air accessible only) communities is preferred. Provide references and contact information for each project.
Description of methodology for maximizing local content, including past experience and percentage of local content utilized.

Any submission failing to comply with all these requirements is subject to disqualification.

General Contractors may be requested to attend an interview with Sachigo Lake First Nation, Colliers Project Leaders and the Consultant prior to the completion of the pre-qualification process. References will be contacted as part of the evaluation.

will be received until 2:00 p.m. local time on October 17, 2019 at J. R. Cousin Consultants Ltd., 91A Scurfield Blvd, Wpg, MB. Email submissions to jrcousin@jrcc.ca are acceptable, provided the hard copy follows within 2 business days of the closing date. Facsimile or late submissions will not be accepted or considered.

The Sachigo Lake First Nation reserves the right to accept any or all submissions. Only those General Contractors which the Sachigo Lake First Nation deemed qualified from this pre-qualification process will be invited to submit tender bids for this project.
