D2. SCOPE OF WORK

D2.1 The Work to be done under the Contract shall consist of removal of existing floor
coating, floor preparation, and supply and installation of new waterproof flooring membrane system.

D2.2 The major components of the Work are as follows:
(a) Remove all existing coating material, and clean and prepare all surfaces to be sealed, by
steel shot blasting, sandblasting, or other method in accordance with the manufacturer’s
instructions.
(b) Grind, clean, fill and prepare all joints and cracks in accordance with the manufacturer’s
instructions;
(c) Supply and apply coating system to wall and vertical housekeeping pad surfaces to form cove
base. Base height at walls to be 4”. Base height at housekeeping pads to match height of
housekeeping pads.
(d) Supply and install concrete curbing as discussed in Fan Room, Electrical Corridor and Cooling
Plant Room. Waterproof coating system is also to be applied inside curbed areas, but shall not be
applied on top of housekeeping pads.
(e) Supply and apply floor coating system as per manufacturer’s instructions, in the areas
discussed at the Site Meeting. Floor coating system is also to be applied inside curbed areas, but
shall not be applied on top of housekeeping pads.
(i) Contractor shall select and bid on only one of floor coating systems identified in E4.7.

D2.3 The Work area will be discussed at the Site Meeting. Contractor is responsible for
verifying area measurements.

D2.4 WORK IN EXISTING BUILDING:
(a) All Work in the Fan Room, Electrical Corridor and Hot Water Tank Room must be performed after
hours, when the office tower is closed to the public.
(i) Building supply and return fans shall be OFF while Contractor is performing Work.
(ii) Contractor shall be responsible to supply proper ventilation and exhaust to the Work area
during the Work and curing period.
(iii) Contractor working hours for these areas will be from 7:00 pm to 7:00 am weekdays.
(b) Work in all other areas may be performed during normal business hours.
(i) Building supply and return fans shall be ON while Contractor is performing Work.
(ii) Contractor shall be responsible to supply proper ventilation and exhaust to the Work area
during the Work and curing period.
(c) At each stage of the Work, Contractor shall protect all equipment and materials from dust,
debris, spillage, splashing and/or overspray. Particular care shall be taken to protect all supply
and return fan diffusers, inlets, outlets, and other duct openings.
(d) Contractor shall continuously provide air scrubbers with HEPA filters to clean the air during
coating application and curing.
(e) Contractor shall take care to ensure that existing structure, surface and equipment are not
terials or equipment. Contractor shall be responsible to
replace and/or make repairs to the Contract Administrator’s satisfaction any structural
component, surface, and/or equipment damaged during the Work.
(f) Contractor shall restrict equipment, Work and workers to designated areas and established
routes to and from Work areas.
(g) Storage of construction materials, tools, equipment, etc is at the Building Engineer’s
discretion as space and activities permit.

D2.5 The funds available for this Contract are $100,000.00.

B3. SITE INVESTIGATION

B3.1 Further to C3.1, the Bidder shall attend a Site meeting at 245 Smith Street on one of
the following dates:
(a) August 15, 2022 at 10:30 am, OR
(b) August 16, 2022 at 1:00 pm

B3.2 Attendance is mandatory, and the Bid of any Bidder not having attended will be rejected
on the basis that it is non-responsive.

B3.3 Further to F1, each individual proposed to attend the Site shall be required to obtain
a Level 1 security clearance from the Winnipeg Police Service.
(a) Completed Level 1 security clearance forms shall be forwarded to the Contract Administrator
in D4 no later than August 5, 2022.

B3.4 The Bidder is advised that due to security requirements, there will not be drawings or
specifications issued. Information will be provided at the mandatory site meeting.

B3.5 The Bidder shall not be entitled to rely on any information or interpretation received
at the Site Meeting unless that information or interpretation is the Bidder’s direct observation,
or is provided by the Contract Administrator in writing.

B3.6 The Bidder is responsible for inspecting the Site, and determining:
(a) the nature of the Work to be done and all conditions that might affect his/her Bid or his/her
performance of the Work;
(b) the location, nature, quality or quantity of materials to be removed or to be employed in the
performance of the Work;
(c) the nature, quality or quantity of the equipment needed to perform the Work;
(d) all matters concerning access to the Site, power supplies, location of existing services,
utilities or materials necessary for the completion of the Work;
(e) all other matters which could in any way affect his/her Bid or the performance of the Work.

B3.7 Further to B3.6, the Bidder shall assume all risk for conditions existing or arising in
the course of uld have been determined through such inspection.
