935-2021 - Provision of Uniformed Security Officers for the Skywalk - 266 Graham Avenue

D2. SCOPE OF SERVICES
D2.1 The Work to be done under the Contract shall consist of the Provision of Uniformed Security Officers for the period from March 1, 2022 until December 31, 2024 with the option of two (2) mutually agreed upon one (1) year extensions.
D2.1.1 The City may negotiate the extension option with the Proponent within ninety (90) Calendar Days prior to the expiry date of the Contract. The City shall incur no liability to the Proponent as a result of such negotiations.
D2.1.2 Changes resulting from such negotiations shall become effective on January 1st of the respective year. Changes to the Contract shall not be implemented by the Proponent without written approval by the Contract Administrator.
D2.1.3 Proponents are advised that, in future, the City may be participating in collaborative procurement initiatives with other levels of government. Accordingly, extensions to this Contract may not be exercised.
D2.2 The major components of the Work are as follows:
a)One (1) uniformed Security Officer on site eighteen (18) hours per day (06:30 to 00:30), seven (7) days per week, three hundred and sixty-three and one half (363.5) days per year (including all holidays, with the exception of Christmas Day). Security Officers are to work a maximum of eight (8) hour shifts, the City of Winnipeg is not to incur overtime charges for work performed at this facility unless previously agreed by the Contract Administrator or the Site Coordinator.
b)One (1) uniformed Security Officer on site two (2) hours per day (22:30 to 00:30), seven (7) days per week, three hundred and sixty-three and one half (363.5) days per year (including all holidays, with the exception of Christmas Day). The City of Winnipeg is not to incur overtime charges for work performed at this facility unless previously agreed by the Contract Administrator or the Site Coordinator.
c)The Proponent shall supply a cell phone and required accessories for the exclusive use of the Uniformed Security Officers while on duty. The Proponent shall provide the City with the phone number of the cell phone.
D2.3 The Work shall be done on an "as required" basis during the term of the Contract.
D2.3.1 The type and quantity of Work to be performed under this Contract shall be as authorized from time to time by the Contract Administrator and/or Users.
D2.3.2 Subject to C7, the City shall have no obligation under the Contract to purchase any quantity of any item in excess of its actual operational requirements.
D2.4 Notwithstanding D2.1, the type and quantity of Work to be performed under this Contract is subject to annual approval of monies therefore in a budget by Council. Proponents are advised that monies have been approved for work up to and including December 31, 2022.
D2.5 Notwithstanding D2.1, in the event that operational changes result in substantial changes to the requirements for Work, the City reserves the right to alter the type or quantity of work performed under this Contract, or to terminate the Contract, upon thirty (30) Calendar Days written notice by the Contract Administrator. In such an event, no claim may be made for damages on the ground of loss of anticipated profit on Work.
