Manitoba is undertaking updates to all its desktop and business applications to ensure ongoing compliance with the standard operating systems (SOS) in place in Manitoba’s managed computing environment and with Manitoba Government Technical Standards. Manitoba has an inventory of over 2000 desktop and business applications that will need some level of remediation to interoperate correctly with the latest SOS. Given the volume of applications with varying levels of complexity, technology suites and compatibility issues, Manitoba has decided to establish a list of qualified Software Remediation Vendors (SRV) to handle the volume of work in a reliable, predictable and consistent manner.
This procurement is to establish a list of qualified SRVs that have a proven track record in managing and delivering software remediation work in a timely and predictable manner. Also, to support the volume of remediation activities, the Proponents are expected to be able to access a global supply of qualified practitioners to undertake multiple, concurrent Remediation Work Orders (RWO). There are various types of RWO depending on the nature of the technical problem and the determination that Manitoba has made on the preferred remediation approach. Section 2.2 (IT Remediation Services), has a description of the types of IT Remediation Services that are to be applied by the SRV, as directed by Manitoba.
The SRV is to be wholly accountable for the management and delivery of the assigned RWO per the terms of the Information Technology Services Agreement (Attachment E) and the selected IT Remediation Service. The list of IT Remediation Services are the types of work that the Software Remediation Vendor will be tasked to provide. It is anticipated that not all of these services will be available from all qualified SRVs. Accordingly, Manitoba may, in its discretion, select SRVs that specialize in particular methods. However, the intent is for Manitoba to have sufficient flexibility across its list of SRVs to handle all remediation method types available and of sufficient quantity to handle the total volume of work.
Each qualified SRV can expect to handle 10 to 40 individual Remediation Work Orders for varying types or methods of remediation services as set out in this RFVQ. The value of RWOs will range from $5,000.00 CDN to $2,500,000.00 CDN. The individual Remediation Work Orders (RWO) will set out the expected budget and schedule consistent with the requirements of the particular desktop or business application to be remediated.
In certain cases, a particularly complex remediation may have efforts in excess of $2,500,000.00. Such remediation projects will be identified and subject to additional prequalification activity. All Proponents who meet the pre-qualification requirements will be placed on the Pre-Qualification Proponents List and will be considered for such work.
This Request for Vendor Qualification is for planning purposes. Pre-Qualified SRVs are not guaranteed work with the Government of Manitoba (Manitoba). It is the sole discretion of Manitoba to award work for IT Remediation Services.
