The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Proponents to provide an integrated commercial off-the-shelf (COTS) solution that may be proposed as an on premise solution, an externally hosted solution or a software as a service solution (SaaS) with the following two (2) main components:

A Portal capability to enable the public to browse the Government of Manitoba Grant Programs.
A Management capability to enable external clients to apply for grants online and to support the Government of Manitoba in administering and managing the full life cycle of its Grant Programs.
