Description

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Proponents to provide augmented Application Maintenance and Support (AMS) services for:

SAP Public Sector Collection and Disbursement (PSCD) module and associated technologies and integrations including SAP Customer Relationship Management (CRM).
Student Financial Aid Information System (SFAIS), an in-house PowerBuilder and Sybase application used for processing applications for Student Aid.
Online Student Portal (MySAO), a public facing Java and Oracle web application that serves as a portal for obtaining information about one’s aid application and/or debt.
Automated Confirmation of Enrollment (ACE), a public facing ASP.NET and SQL Server web application that verifies that the student has applied for and been accepted into the courses for which the student wanted financial assistance.

For the purposes of this RFP the above will be collectively referred to as the “MSA Modules and Applications”

Required AMS services for said applications include planned application enhancements, mandatory operational activities, break/fix and changes, and incident response and resolution.

Due to the nature of this service, Manitoba intends to engage a Proponent for AMS services that has the capability and proven expertise to plan and carry out the required application Maintenance and Support services.

Manitoba will enter into an agreement with the Proponent who submits a Proposal that best serves the interests of Manitoba when evaluated in accordance with the stated evaluation criteria.

The contract is over 4 years and pricing will be evaluated on the total cost over the 4 years. The estimated number of Maintenance, Development and Enhancement hours per annum, for all roles, is estimated at 1700 hours. These hours will be split between SAP and the non-SAP systems (MSA Modules and Applications).

Manitoba is looking for proposals from vendors with the best flexibility in terms of allocating hours to the MSA Modules and Applications, while still maintaining acceptable service levels for incident calls. Arrangements between the Proponent and Manitoba will be made for enhancements work.

The Proponent is required to provide a fixed hourly rate and if necessary a monthly minimum hours.
