Description

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Proponents to provide an Information Technology solution and associated project delivery services for a Manitoba 5-1-1 Advanced Traveller Information System. Manitoba intends to engage a Proponent that has the capability and proven expertise to plan, deliver, and support a solution that best meets the business, technical, project delivery, and operational requirements provided in this RFP.

Proposals are expected to include details on the services they will provide for the ongoing maintenance and support of the solution once implemented. The transition to Application Management Services (AMS) and the requirements for AMS services are included in the Information Package.

The proposal will include:

A solution to replace the existing Manitoba 5-1-1 Traveller Advanced Information System currently in use by Manitoba Infrastructure’s Engineering and Operations Division;
Costing, including both setup, integration and ongoing costs for the supplied user base, based on a minimum five (5) year service contract; and,
A project plan to implement the proposed solution.

The Successful Proponent should have a proven track record in the implementation of 5-1-1 Road & Traveller Information Systems.

Manitoba is requesting a Software as a Service (SaaS) solution than can be configured to meet Business Requirements. The solution licensing can be perpetual or subscription based. Subscription pricing can be provided for monthly or yearly renewals. Proposals must clearly describe if any customizations are required to meet the provided Business Requirements. Customizations include core code changes, custom software modules and any modification of packaged software.

Manitoba’s preference is to host in a Canadian data centre.

Fixed Price Requirement:

Manitoba will enter into a Fixed Price Agreement with the Proponent who submits a Proposal that best serves the interests of Manitoba when evaluated in accordance with the stated evaluation criteria.

The contract will include a fixed price to complete the Implementation of the solution and for the ongoing support of the solution based on a term of up to five (5 years. Pricing will be evaluated on the total fixed price for project delivery and ongoing support costs for five (5) years. Manitoba requires all costs to evaluate the total cost of ownership for the chosen solution.
