Firm to Conduct Executive Search for Chief Information Officer (CIO)
Introduction
Brandon University (“BU”) is a publicly funded university established under the Brandon University Act of the Manitoba Legislature. BU delivers undergraduate and graduate programming in Faculties of Arts, Science, Education and Health Studies as well as a School of Music, primarily in Brandon, Manitoba and has approximately 3,700 students, 400 full-time employees and 1,000 part-time casual employees.
About the CIO Position
The current structure at Brandon University is comprised of a Director, Information Technology Services and Head Librarian, Library Services. The University plans to integrate the positions into a Chief Information Officer who will act as the administrative head for a combined Information Technology and Library Services portfolio. This position will report to the Vice-President (Academic & Provost), be a member of the President’s Advisory Committee and is expected to have a rank equal to a Dean of an Academic Faculty.
Scope of Work
This search will be conducted in two phases. The first phase will be completed and presented to the search committee. Only if it appears that candidates and conditions will favour a likely successful outcome for the search, will the committee authorize the search firm to proceed to Phase Tw
- Phase One
- Ensure understanding of Brandon University’s needs and establish a strategy to proceed.
- Provide market information for commensurate positions and qualified candidates at post-secondary institutions in Canada, USA and Europe; and
- Phase Two
- Identify, screen and provide a list of qualified potential candidates.
Executive Summary
Please include an Executive Summary of no more than two pages that outlines the key components of your proposal. Please limit your complete responses (including executive summary) to a maximum of 10 pages.
Proposal Description
Brandon University seeks a firm that specializes in searches for Chief Information Officer positions to oversee both Information Technology and Library Services. The deliverables for this RFP are:
Firm Overview and Relevant Experience
Provide background information on your firm that you deem relevant or noteworthy. In particular:
- Knowledge of market availability and trends for CIO positions and candidates within an integrated model of Information Technology and Library Services; and
- Demonstrated success in the recruitment of CIO positions at post-secondary institutions in Canada, USA and/or Europe.
Project Team
- Provide primary point of contact and how the individual will manage the project.
- Provide information for any addition team members with roles and responsibilities.
- Provide three (3) references for similar searches for CIO positions at post-secondary institutions.
Fee Schedule
Provide the fees and expense reimbursement required to perform each phase of the Scope of Work activities including the following details.
- A fixed maximum fee for search services, based on expected hours and hourly rate.
- An estimate of expenses (travel, accommodations, per diems, etc)
Process
Provide an overview of the processes used to perform each phase of the Scope of Work, including:
- Specifics on needs assessment, candidate sourcing and due diligence; including timelines and critical milestones; and
- Provide terms and conditions of any applicable replacement guarantee.
Submission Schedules
To receive consideration, all bids must be submitted in accordance with the following instructions. Failure to comply with these instructions may result in disqualification of the bid.
All bids shall be submitted as follows.
- A maximum of ten (10) pages including the Executive Summary

- Required submission materials include covering letter, one (1) USB containing the proposal in pdf format, one (1) unbound hardcopy of proposal and seven (7) bound hardcopies of proposal.

Presentation
As part of the selection process, proponents may be requested to present their proposal to the selection committee. Proponents will be notified by February 15 and presentations will occur between February 24-28.
Confidentiality/Disclosure
All bidders agree that they shall undertake all necessary and appropriate steps to ensure that the secrecy of the Confidential Information in its possession shall be maintained. All bidders and their employees will use Confidential Information solely for the purpose of evaluation and responding to this request for proposal. Bidders agree that their firm and its employees will not disclose Confidential Information to any third party without the prior written consent of Brandon University.
This request for proposal does not constitute an offer and shall not be considered a contract with Brandon University. Brandon University is not obligated to accept any proposal or to engage the services of any service provider. Brandon University reserves the right to accept or reject any and all proposals (or portions thereof) and to negotiate the terms set forth in any proposal. Please indicate in the proposal, any non-negotiable components of the RFP response. The proposal is to be prepared at the bidder’s sole cost and expense.
