Churchill Theatre Centre Phase 2 Renovation
Request for General Contractor Pre-Qualifications
On behalf of Manitoba Finance Accommodation Services Division, Republic Architecture Inc. is requesting the submission of Pre-Qualification Statements for General Contractors for a renovation to the Churchill Theatre Centre in Churchill, MB.
Proposed are renovations to approximately 330m2 of the Theatre located in the Churchill Town Centre in Churchill, Manitoba. Scope includes expansion of existing lobby space, supply and installation of new aluminum storefront, upgrades to existing lighting and HVAC, new millwork and finishes. Also included is construction of a new universal toilet room, refinishing of existing washrooms and canteen. The existing theatre will also be refurbished as part of the project. Theatre to receive new upholstered seating, new overhead and accent lighting and wall and ceiling finishes, including new acoustic wall panels. The construction tender period is expected to begin in early winter 2018.
Interested General Contractors are to submit Contractor’s Qualification Statement CCDC 11-2016. Submissions are to include information on a minimum three (3) projects of similar type, value or scale submitted on CCDC 11-2016 Appendix A, B or C.
In addition, each Contractor’s Qualification Statement package must include a written statement appended to the submission, which contains the following information:
a) Whether the Contractor or any other entity with principals in common with the Contractor has or does not have any dispute or pending dispute involving the Government of Manitoba;
b) Whether the Contractor or any other entity with principals in common with the Contractor does or does not owe any monies to the Government of Manitoba that are overdue, in arrears or otherwise delinquent;
c) Whether any conflict of interest, possible conflict of interest or perceived conflict of interest would or would not exist if the Contractor or any other entity with principals in common with the Contractor were to become a party to a contract with the Town of Churchill or Manitoba Finance Accommodation Services Division, and, where any conflict of interest, possible conflict of interest or perceived conflict of interest would exist, a description of the circumstances surrounding the conflict of interest, possible conflict of interest or perceived conflict of interest.
d) Confirmation that the Contractor is COR Certified.
Manitoba Finance Accommodation Services Division reserves the right to disqualify any Contractor where the Manitoba Finance Accommodation Services Division determines, in its sole discretion, that:
a) The Contractor or any other entity with principals in common with the Contractor has a dispute or pending dispute involving the Government of Manitoba;
b) The Contractor or any other entity with principals in common with the Contractor owes any monies to the Government of Manitoba that are overdue, in arrears or otherwise delinquent;
c) Any conflict of interest, possible conflict of interest or perceived conflict of interest would exist if the Contractor or any other entity with principals in common with the Contractor were to become a party to a contract with Town of Churchill or Manitoba Finance Accommodation Services Division.
d) Failure to provide COR Certification confirmation.

Sealed Contractor’s Qualification Statements for the Churchill Theatre Centre Phase 2 Renovation will be received by Manitoba Finance Accommodation Services Division before 2:00 pm on Monday, November 26th, 2018 at the offices of Republic Architecture Inc, 385 St Mary Avenue, Winnipeg, MB, R3C 0N1.
