ADVANCE PROCUREMENT NOTICE
Website and Content Management System Project
Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects at Legal Aid Ontario. It is intended to provide interested Contractors/Consultants an opportunity to give a demonstration of their platforms. Note that there is no guarantee that these projects will proceed.
Description of the Project
This IT project will include the implementation of a new Content Management System (or Systems) and websites (CMS) for two research departments at LAO. Additional training and support services may be required. These research departments provide essential legal research and litigation support services using legacy CMS systems. LAO is inviting demonstrations of platforms that could potentially meet its needs.
Both departments provide case-specific research and litigation support as well as create and collect publications, including:
• research memorandums;
• decisions and decision summaries;
• reference materials, research tools and other resources;
• practice notes
• updates on relevant legal developments and issues;
• court documents and other legal precedents; and
• training materials (including videos and audio files).
Many of these materials have complex metadata.
Description of the Services
The requested length of the demonstration will be one hour and should focus on the technical aspects of the system. Vendor’s marketing information is not required.
The demonstrations should focus on the following elements:
• Publishing - Document conversion and display
• Content Repository – How documents are stored and managed
• Workflow - Workflow capabilities and features
• Navigation / Search - Search functionality and option to add third party search engine
• Analytics – Usage statistics and analytics capabilities
• CMS Implementation - Implementation and migration processes
• Security - User authentication and general security
• CMS Hosting - On premises, SaaS, or hybrid and how and where data is stored or locked in
• Cost - General pricing and/or licencing system
It is anticipated that the procurement for these projects will be initiated within the next 12 months. This is conditional on the project receiving approval to proceed by LAO.
Demonstration Requirements
For this contract, vendors will be asked to schedule a one hour on-site meeting with the project steering committee.
