Investigative Solutions Network-Maskwa (ISNM) is a majority owned business by the Missanabie Cree (First Nation) Limited Partnership. It is an Indigeous company that employs mainly First Nation staff from across Ontario. ISNM specializes in supporting First Nation emergencies in an Indgenous Led wrap around service approach.
BIDS
Bids received by email will be accepted as official
Bids received in person or by courier will not be accepted
The only acceptable email address for responses to the bid solicitation is jzeppa@isn-maskwa.ca. Bids submitted to any other email address will not be accepted
The bidder is responsible for any failure attributable to the tranmission or receipt of the emailed bid due to file size
Emails with links to bid documents will not be accpeted. Bid documents must be sent as email attachements.
REQUIREMENT
Investigative Solutions Network-Maskwa (ISNM) requires provision of uniformed security services on requirement and when requested for various First Nations (FN) communities within Ontario during declared emergencies and/or evacuations.
The Contractor must provide uniformed security guards to protect FN community members, and equipment within and around our facilities.
The Contractor must patrol the exterior of our facilities and surrounding grounds for any suspicious persons, cars and materials and conduct regular security checks on anyone entering the premises
The Contractor must be able to activate within 24 hours
The Contractor will provide 24hr a day security with 2-4 personnel at each location that ISNM directs.
The Contractor will provide a mobile supervisor
The Contractor will provide a marked security vehicle at each location that houses the FN Community members
The Contractor will ensure that the security supervisor reports (at min) to the ISNM Security Manager, at the end of every shift for a briefing
The contractor must have adequate insurance
The Contractor will ensure physical protection of the grounds, equipment and property, preventtion of burglary, vandalism, pilferge, robbery, quelling of disorders, and verification of identifications.
The Contractor will ensure that the personal appearances, attitudes, and manner of performance, at all times, will reflect a favourable public image, for both parties
The contractor must describe their experience with FN communities/evacuations and/or experience with large projects
The Contractor will ensure that a uniformed presence is visable, but noticable offensive tactical gear will not be worn by the security guards
Terms
Bids will be made by: (based on 24 hour shift)
- 24 hour period (shift supervisor x 2 pers)
- 24 hour period (uniformed security guard x 4 pers)
- 24 hour period (marked patrol vehcile on site)
Contractor must ensure that all costs associated with this service is to be included in the cost above. Bidders are to list any other anticpated costs.
Invoicing
The contractor must raise invoices twice monthly (1st - 15th and 16 - last day of every month) received within one week of each billing cycle
Awarding Contracts
Winning bids will be base on:
1. Value of Bid
2. Payment Terms - Must have ability to carry invoice cost for minimum of 120 days due to delay in payments received from federal funders.
3. Operational Readiness - ability to stand up operations quickly if a state of emergency has been delcared by a FN community
4. First Nations Support - demonstrated history of working with FN communities.
5. Financial patnerships - Willingness to enter into a Joint Venture agreement with ISNM. Bidders are to detail how such an agreement would benefit ISNM and MCLP.
Winning bids will be a one year contract with a possible one year extension
