Description

This RFSO is issued by Infrastructure Ontario (“IO”) to establish a Standing Offer Agreement (“SOA”) for the provision of Fairness Monitoring Services. IO retains fairness monitors for the duration of a P3 procurement process as well as for other projects, where appropriate, based on the features of the project (size, complexity, physical and/or geographic constraints). Fairness monitors are relied upon to perform third-party process validation in ensuring that the principles set out in the IO Procurement Policy and applicable procurement documents are upheld and adhered to.
