Infrastructure Health & Safety Association recommend that Proponents use the following checklist when completing the RFSQ to help ensure that all the key components to your organization’s proposal are submitted on time. Documents must be delivered to the Project Representative by the dates and times set out below.

Proposals submitted in any other manner may be disqualified.
- Confidentiality
All information included in this RFSQ is confidential and only for the recipient’s knowledge. No information included in this document or in discussions connected to it may be disclosed to any other party.
- Background
The Infrastructure Health & Safety Association (IHSA) provides workplace health and safety solutions, including consulting, training and products to employers and workers in Ontario to support prevention of injuries, illnesses and fatalities. The membership of IHSA includes industries such as construction, transportation, electrical, utilities, and natural gas pipelines.

- Purpose and Intent of RFSQ
The purpose of this RFSQ is to solicit information from Learning Management System providers to aid IHSA in evaluating this against its needs for delivering eLearning. Following this, IHSA would possibly enter into terms with the provider.
- Proposed Services
As part of this solicitation, the following items should be included in the RFSQ for discussion and consideration by IHSA and form the rated criteria.
- Mandatory Requirements
Provide comment on each of the mandatory requirements listed in
Section A of the Appendix.
- General Requirements
Provide information about your company, including
- # of total active users in 2020
- # of total users ever
- Headquarters and satellite locations
- Years in business of providing LMS
- Company size (people employed)
- Names of clients
- # of customers currently using LMS
- Scope and size of previous projects
- Industries served
- References
- Service Requirements
Provide comment on each of the features provided by your offering. The list of features can be found in the
Section B of the Appendix within this document.
- Demonstration and Interview
An interview and LMS demonstration will be required by select Proponents with IHSA’s evaluation team.
- Trial Experience
IHSA will require a 60-day LMS trial by select Proponents. The trial feature must include access to, setup and utilization of API, webhooks, and reporting services for evaluation. The Proponent will be notified should a trial request be needed.
Rated Criteria for Supplier Qualification
- Proponents who do not meet the mandatory requirements listed in Section A of the Appendix will be disqualified, and
- Proponents who do not achieve a score of at least 24 out of 30 points in criteria 1 and 2 listed in the table below will not proceed onto further evaluation of criteria 3, 4 and 5.
The IHSA evaluation team will base selection decisions on responses received from proponents and the best outcome for the IHSA. Each response will be scored in accordance to the weighting indicated in the table below.

- Additional Information
The IHSA may request additional data, discussions, presentations or on-site visits in support of the response to this RFSQ, all without obligation to provide other RFSQ recipients with similar information or notice of such communication. Additionally, the IHSA reserves the right to implement the appropriate due diligence processes to organize or clarify any information provided, or to collect more evidence of managerial, financial and technical abilities, including but not limited to, meetings and visits with current customers served by the Proponent.
- The deadline for submission of an Offer is Tuesday June 1, 2021 @ 2:00 pm EDT.
- The successful Proponent will do everything possible to exceed delivery expectations.
- Notification to Other Proponents of Outcome of Procurement Process
Once the successful Proponent executes a contract, the others will be notified in writing/email of the outcome of the procurement process.
