This Request for Vendors of Record ("RVOR") is an invitation by the Independent Electricity System Operator (the “IESO”) to prospective Proponents to submit proposals to become Vendors of Record (“VOR”) for research and analysis support services to assist the IESO in gathering multi-jurisdictional insights, undertaking quantitative and qualitative analysis, and development and assessment of options and alternatives related to electricity and energy sector development in support of increased cost-effectiveness and reliability in relation to IESO’s mandate, as further described in Section 2 of Appendix C – IESO Information & Requirements (the "Deliverables"), for a period of three (3) years.
The Deliverables will provide the IESO with an understanding of various and potential frameworks, models and functions of advanced alternatives and innovative solutions to the existing electricity system and sector conditions in Ontario – such as the structure and function of new markets (e.g. distribution level, peer-to-peer), emerging technologies, power system planning, operations and interoperability standards, among others – that may foster system development to achieve improved reliability and cost-effectiveness for ratepayers and wider society. Work will also include modeling and testing electricity system development concepts.
The Deliverables will inform IESO investments and alternatives or innovative solutions for sector development, perspectives on emerging policy, and regulatory issues related to IESO’s mandate and with regards to processes, systems, technologies and other sector considerations (as outlined in Section 2 of Appendix C). Vendors of Record will engage with IESO employees, stakeholders and other interested parties through the undertaking of this work.
